郡奉行ゟ申渡覚 大庄屋共へ
一近年在々ゟ他国挊相願罷越候者多候故歟御家中奉公人払底に候処
当春之儀は就中払底に而甚差支に相成候依之其方共組下村へ左之通吟
味之上可申付候
一大法一村に而先壱人つヽ指出可申事
但兄弟共大勢有之農業指支無之者吟味之上差出可申尤農業手張り
奉公に難差出村々も可有之事に候得は不手張村々ゟ二人三人にても指出可申事
一給知附村々之儀は其給知屋鋪〳〵へ罷越用不用を承り何連之屋敷へ被
召抱候と歟何連之屋敷は入用無之と歟申儀早速役所へ可相達事
一御蔵出しに而相渡ル知行所村々も屋鋪〳〵へ罷出用不用可被承役所へ達方
前條同断之事
一着桑手張是非難指出村々は篤と遂吟味其段書付可指出若其村より
他国挊等罷越居候はヽ呼戻し可申儀に候尤罷越居候者之趣意にゟ難呼戻
訳有之候はゝ其段可申達事
一給知附無之并御蔵出し知行所に無之村々之儀は吟味之上此度奉公に
罷出候者共浜町能登や猶右衛門柳や次兵衛右両人之内へ当月中可罷出候
一村々ゟ是迄御家中へ奉公仕居候者共之儀は何連之屋鋪に奉公仕居候段
可相達事
一当分他国挊奉公之儀は指留候間此段可申渡候乍去是非無拠儀も有
之例年他国挊罷越御収納に相立候様之儀有之候はヽ其段可申達事
但万一村役へも不相達内分に而他国他領等へ罷越居候様之者無之哉急度
遂吟味罷越居候者有之候はヽ帳外者に可相達候右体之者無之筈には候
得共猶為心得申渡候間村々役人共人別帳無相違段大庄屋ゟ可申達事
右之通村々江申聞猶又年若に而実体成者指出其給銀之儀ねたり
ヶ間敷儀無之様急度申渡当月中可指出候若此後奉公人弥払底
に付夫役等等に而被召仕候様に相成候而は難儀に相成候義も可有之此段も相心得
宜取斗可申事

文政四年（1821年）
郡奉行からの申し渡し覚書 大庄屋共へ
一、近年在郷から他国奉公を願って出て行く者が多いためか、御家中の奉公人が不足している状況である。特に当春については極めて不足しており、甚だしく差し支えになっている。これにより、そなたたち組下の村へ左の通り吟味の上申し付けるべきである。
一、大法として一村につきまず一人ずつ差し出すべきこと
ただし兄弟が大勢いて農業に差し支えのない者を吟味の上差し出すべきである。もっとも農業が手いっぱいで奉公に出すのが困難な村々もあることなので、手のすいている村々から二人三人でも差し出すべきこと
一、給知付きの村々については、その給知屋敷それぞれへ出向いて必要・不要を承り、どの屋敷で雇われるのか、どの屋敷では必要がないのかという件を早速役所へ連絡すべきこと
一、御蔵出しにて相渡される知行所の村々も屋敷それぞれへ出向いて必要・不要を承り、役所への連絡方法は前条と同様のこと
一、桑の手入れが手いっぱいでどうしても出すことができない村々は、よく吟味を行いその旨を書付で提出すべきである。もしその村から他国奉公などに出て行っている者がいるならば呼び戻すべきである。もっとも出て行っている者の事情により呼び戻すことが困難な理由があるならば、その旨を申し出るべきこと
一、給知付きがなく、また御蔵出し知行所でもない村々については、吟味の上、この度奉公に出る者たちを浜町の能登屋猶右衛門、柳屋次兵衛右、この両人のうちへ当月中に出向かせるべきである
一、村々からこれまで御家中へ奉公している者たちについては、どの屋敷に奉公しているかを連絡すべきこと
一、当分他国奉公については差し止めているので、この段申し渡すこと。しかしながらどうしてもやむを得ない事情もあり、例年他国奉公に出て御収納に役立っているような件があるならば、その旨を申し出るべきこと
ただし万一村役にも連絡せず内密に他国他領などへ出て行っているような者はいないか、厳しく吟味し、出て行っている者がいるならば帳外者として連絡すべきである。右のような者はいないはずであるが、なお心得のため申し渡すので、村々の役人たちは人別帳に相違ない段を大庄屋から申し出るべきこと
右の通り村々へ申し聞かせ、なおまた年若で実直な者を差し出し、その給銀についてはねだるようなことのないよう厳しく申し渡し、当月中に差し出すべきである。もしこの後奉公人がますます不足し、夫役などで召し使うようになっては困難になることもあり得るので、この段も心得て適切に取り計らうべきこと

Since there will certainly be villages where farming is at full capacity and it is difficult to send people into service, villages with available manpower should send two or three people
1. For villages with stipend allocations, you should visit each stipend recipient's residence to ask about their needs, and promptly report to the office which residences will hire people and which residences have no need
1. Villages that receive stipends through domain warehouse distribution should also visit each residence to ask about their needs, with the same reporting method as the previous article
1. Villages that are too busy with mulberry cultivation to absolutely spare anyone should conduct thorough investigations and submit written reports to that effect. 1. For villages without stipend allocations and that are not domain warehouse stipend areas, after investigation, those who will enter service this time should report to either Notoya Naouemon or Yanagiya Jibei in Hamamachi within this month
1. Regarding those from villages who are currently serving lord's retainers, you should report which residences they are serving
1. Service in other domains is currently suspended, so this should be announced. However, there may be unavoidable circumstances, and if there are cases where people have traditionally gone to serve in other domains and contributed to tax collection, such cases should be reported
However, you must strictly investigate whether there are any who have gone to other domains or territories secretly without even notifying village officials, and if there are such people, they should be reported as unregistered persons. While there should be no such people, this is announced for your understanding, so village officials should have head village officials report that the population registers are accurate
Announce the above to all villages, and furthermore, send young and honest people, strictly instructing that there should be no haggling over their wages, and they should be sent within this month. If servants become even more scarce in the future and it becomes necessary to use corvée labor, difficulties may arise, so keep this in mind and handle matters appropriately
