○江戸表において御倹約が申し出られた件について別紙を渡す 御用人
そのように心得るべきである 別紙 御役人
○かねてより御倹約御取調べを命じられていた中、今般御手伝いを命じられ、いよいよ諸事御金回りが支障をきたし、行末いかに御弁済できるかという御大切の儀で、御辛労至極に思し召される。元来御本立てが薄く、御収納の限りで御手の合うことは古来よりない。しかしながらこの度格別の思し召しをもって御収納高に引き合う御積もりを仕立てるよう申し出られる。これにつき十ヶ年御年限中、上下ともに格外の御省略を追々申し出るので、そのように心得るべきである。
追って本文の通りであるので、これまでの仕来たりに関わらず御勘略となる筋で心当たりがある儀は申し達すべきである。かつまた御奉公筋、たとえば御番代り合いをはじめとして都合よく銘々倹約となる儀で心付く品もあれば、御目付どもまで内達し、御吟味の上御支障にもならない儀は御年限中御用捨していただける儀もあろう。もっともその筋には関係する事であるので、心得違いのないよう厚く申し渡すよう申し出られる。

○While austerity investigations had been previously ordered, with the recent assignment of assistance duties, financial circulation has become increasingly difficult in all matters, and His Lordship is extremely troubled by this crucial matter of how future payments can be managed. Originally, the financial foundation is thin, and managing within the limits of tax collection has never been possible since ancient times. However, this time, with special consideration, it is ordered that a plan be formulated to match the tax collection amounts. Regarding this, extraordinary reductions will be gradually announced for both high and low ranks during the ten-year term, so this should be understood accordingly.
Furthermore, as stated in the main text, regardless of previous practices, any ideas for matters that could lead to economies should be reported. Additionally, regarding official duties, for example starting with guard duty rotations, if there are items that individuals notice could lead to convenient economies, these should be privately communicated to the inspectors, and after examination, matters that do not cause interference may be excused during the term period. Of course, since these relate to the relevant departments, it is ordered that this be thoroughly communicated to avoid misunderstandings.

Regarding the aftermath of the long-term half-reduced borrowed rice, and since town and rural service money has been ordered, the situation of particular financial difficulty and hardship has reached His Lordship's ears, causing him concern. Therefore, following the precedent of the previous Year of the Dragon, loan certificates will be issued upon application by those in difficulty. Further details will be communicated by the magistrates.
