○先達而被仰出候御用金段納遅滞に付追々御奉行共ゟ及催促候へ共困窮之時節
故爾今上納日限は申達も難致出来旨福井町方并四郡之儀は期日定之通段納
相済候困窮之申立は一統之儀府中町在々限り事に無之近年内蔵助方自用に而頼
金等有之候共此度之御用金之儀は格別之儀勿論役人共其段相辨可罷在事に候へ共
何分段々及遅滞候而は不相済儀早速日限相定厳敷取立可相納旨被仰出候

右之通御留守居之者へ申達候処同廿七日何卒来月上旬迄に取立上納仕度旨申来ル

○近来度々大水有之に付甚御苦労に思召別紙之通被仰出候厚申談可被取扱旨右に付
早速私共見分被仰付候他領掛合も可有之候間得と吟味之上遂熟評宜取斗旨

○元文年中大水後近年迄格別之大水も無之処寛政元酉年大水以来は度々之
出水に而年毎に及大水田畑は勿論人家迄も危く一統難儀之旨甚御心痛に被
思召評議被仰付令吟味候処近来川筋埋り或は附寄出来川形り不宜右に付
御普請等可被仰付事に候へ共究事之儀にも無之御手も廻り兼候先水吐宜相成候
はヽ水湛候儀自然と薄可相成依之川筋両頬有之柳諸木御定之尺相残し
其餘は悉伐払候様被仰出候尤公儀御法を以伐木被仰付事に候条地掛り村之心得
違無之様厚可被申付候

○先だって申し出られた御用金の分納が遅滞していることについて、追々御奉行どもより催促に及んでいるが、困窮の時節故に今の上納期限は申し達すことも実施することも困難である旨、福井町方並びに四郡の儀は期日定めの通り分納が済んでいる。困窮の申し立ては一統の儀で、府中町在々限りのことではない。近年内蔵助方が私用で頼み金などがあったとしても、この度の御用金の儀は格別の儀であることは勿論、役人どもその段を理解して臨むべき事であるが、何分段々遅滞に及んでは済まない儀なので、早速期限を定め厳しく取り立て納めるべき旨が申し出られる。
六月二十一日
右の通り御留守居の者へ申し達したところ、同二十七日に何とか来月上旬までに取り立て上納したい旨申し来る。

○元文年中の大水後、近年まで格別の大水もなかったところ、寛政元酉年の大水以来は度々の出水で年毎に大水に及び、田畑は勿論人家まで危く、一統難儀の旨甚だ御心痛に思し召され、評議を命じて吟味させたところ、近来川筋が埋まりあるいは土砂の付着ができて川の形が良くない。これについて御普請等を命じるべき事であるが、根本的な事でもなく御手も回りかねる。まず水はけが良くなれば水溜まりの儀は自然と少なくなるであろう。これにより川筋両岸にある柳諸木は御定めの寸法を残し、その余はことごとく伐り払うよう申し出られる。もっとも公儀の御法をもって伐木を命じる事であるので、地掛かり村の心得違いのないよう厚く申し付けるべきである。

Memorandum
○Regarding the delayed installment payments of the service money previously ordered, although the magistrates have repeatedly urged payment, due to the current time of hardship, it is difficult to both announce and implement the current payment deadlines. The Fukui townspeople and four districts have completed their installment payments according to the set schedule. The claim of hardship is a general matter, not limited to Fuchū town and rural areas. Even if the Kuranosuke office has had borrowing money for private use in recent years, this current service money is naturally a special matter, and the officials should understand this point and proceed accordingly. However, since continued delays are unacceptable, it is ordered that deadlines be promptly set and strict collection be implemented for payment.

When this was communicated to the caretaker, on the 27th day of the same month, he replied requesting that collection and payment be completed by early next month if possible.

○Regarding the half-reduced borrowed rice, following the precedent of the seven years since the previous Year of the Ox, the amounts listed in the separate document are to be provided to various training schools. This matter should be communicated.

○Regarding the frequent major floods recently, His Lordship is deeply concerned and has issued the following separate document. This matter should be handled through thorough consultation. Regarding this, immediate inspection by ourselves has been ordered. Since there may also be negotiations with other domains, after careful examination, thorough deliberation should be conducted and appropriate measures taken.

○After the major flood during the Genbun era, there were no particularly major floods until recent years, but since the major flood of the first year of Kansei (Year of the Rooster), there have been frequent floods each year, endangering not only rice fields and farmland but even houses, causing universal hardship. His Lordship is deeply troubled and has ordered deliberation and investigation. It was found that recently river channels have become silted or sediment deposits have formed, making the river configuration poor. River construction work should be ordered for this, but it is not a fundamental solution and resources are limited. First, if drainage improves, water accumulation would naturally decrease. Therefore, among the willows and various trees on both banks of the river channels, the regulation measurements should be maintained, but all others should be completely cut down. Since tree cutting is ordered under public law, it should be thoroughly instructed that the responsible villages have no misunderstanding.
