○長年にわたり御財政が困窮しているため、去る丑年より方針を立てて七年間半減の御借米を申し付けられました。
長期間の困窮に耐えて滞りなく上納し、ご満足に思し召されています。今年については年限が明け、その上格外の
凶年でもありますので、御借米等を申し付けられないよう以前より十分にご検討がありましたが、臨時の過分な御出費が
差し迫り、思し召しにお任せできません。これにより八歩の御借米を申し付けられます。なお御手当てのために御札所銀をもって御貸札を
お渡しくださいます。この件について申し渡すよう仰せ出されました 正月十六日 支配の末々まで

○七年間半減の御借米を上納し、御家中が極度の困窮に及び、甚だしく御心痛に思し召されています。右の年限
中に吉凶のために過分な臨時の御出費があり、方針を立て兼ね、就中去る未年の御代替わりにより
公辺での御勤めをはじめ、やむを得ない御住居替え等で御出費が差し迫り、甚だしく御難渋の時節でありますところ、御家
中に長期間半減上納米を申し付けられました。その御融通かつ新たな御才覚により、まず差し当たり御用向きに御差し支え
なく済ませられ、甚だしくご満足に思し召されています。今年については、かねて仰せ出されている年限が明けでありますので、仰せ出し方も
あるところですが、右のような御運勢により、御先代の通り格外の御倹約を御執行なされたい旨を 公儀へも
御届けがありました。これに準じて御家中についても去る丑年以来の通り、諸事省略を申し付けられ、倹約を厳重に
相守るべきです。今年については格別の凶年として勘略筋が緩んでは如何なものでしょうか。もっぱら勘弁を尽くして
勤めるよう、厚く申し渡すべき旨仰せ出されました。
ただし諸事の形合いはこれまでの通りです。右のうち改めてよろしい事柄は追って仰せ出される事もありましょう。また御貸札の割り当て
方ならびに諸拝借上納方については御勘定所より触れることになります

To Monthly Duty Officers
○Due to long-standing financial difficulties, a policy was established from the previous Year of the Ox requiring half-reduced rice loans for seven years.
Despite enduring prolonged hardship, payments were made without delay, which pleased His Lordship greatly. Regarding this year, since the term limit has expired and moreover it is an exceptionally bad harvest year, there had been thorough consideration from earlier times to not impose rice loans, but due to urgent excessive expenditures pressing upon us, we cannot leave this matter to discretion alone. Therefore, eight-bu rice loans are hereby imposed. Furthermore, loan certificates backed by office silver will be issued as financial assistance. It was ordered that this matter be communicated. 1st month, 16th day. To all subordinate levels.

○The seven-year half-reduced rice loans have been paid, and the retainer band has fallen into extreme poverty, causing great distress to His Lordship. During this term period, there were excessive emergency expenditures due to various auspicious and inauspicious events, making it difficult to maintain the established policy, particularly with the succession in the previous Year of the Sheep requiring unavoidable expenses for official duties at the shogunate and necessary residential relocations, creating severe financial difficulties. However, through the long-term half-reduced rice payments imposed on the retainer band, along with financial arrangements and new resourcefulness, immediate official duties were managed without hindrance, greatly satisfying His Lordship. Regarding this year, while the previously announced term limit has expired and there might be new announcements, due to such circumstances, it was reported to the shogunate that extraordinary frugality should be implemented following the precedent of previous lords. In accordance with this, the retainer band must also continue the省略 of all matters as has been done since the Year of the Ox, strictly observing frugality. For this year being an exceptionally bad harvest year, it would be problematic if economical measures were to slacken. One must serve by exercising utmost discretion.
It was ordered that this be communicated thoroughly.
However, the format of all matters remains as before. Among these, improvements may be announced later, and the allocation of loan certificates and various borrowing and payment methods will be announced by the Finance Office.
