一高六百石以上之面々今年中馬繋可申事

被 仰付来丑年は百石之内三ヶ一御借米被仰付来寅之春ゟ馬繋可申事

○今年半減御借米御免、歩掛り御借米を仰せ付けらるべき旨、去冬仰せ出され候。右歩掛りの儀、八歩御借米に仰せ付けられ候間、御家老中より申し聞かされ候。

一、半減御借米御免、八歩御借米仰せ付けられ候においては、諸事前々の振り合いに改むべき事に候えども、近年半減御借米年数重なり困窮の時節に候間、御手当てのため当分諸事去る申年仰せ出され候通り相心得申すべき事。
一、御家中持馬の儀、左の通り
一、高六百石以上の面々、今年中馬つなぎ申すべき事
一、高五百石より三百石までの面々、来丑年より馬つなぎ申すべき事
一、御役料下し置かれ候面々持馬の儀、当年の儀は御免成され、御役料百石の内五十石御借米仰せ付けられ、来丑年は百石の内三分の一御借米仰せ付けられ、来寅の春より馬つなぎ申すべき事

○This year, the half-reduction rice loans are to be forgiven, and a percentage-based rice loan system is to be implemented, as announced last winter. Regarding this percentage system, an eight-percent rice loan has been ordered, and this has been communicated by the Senior Councilors.

1. Regarding the forgiveness of half-reduction rice loans and the implementation of eight-percent rice loans, although all matters should return to their previous arrangements, given that the half-reduction rice loans have accumulated over many years during these times of hardship, as a temporary relief measure, all matters should continue to be conducted as ordered in the previous Year of the Monkey.
1. Regarding horses kept by retainers, as follows:
1. Those with stipends of 600 koku or more shall keep horses within this year
1. Those with stipends from 500 to 300 koku shall keep horses from next Year of the Ox
1. Regarding horses kept by those receiving role stipends, this year they are exempted, with a rice loan of 50 koku out of their 100-koku role stipend. From next Year of the Ox, one-third of their 100 koku will be rice loans, and from the spring of the following Year of the Tiger, they shall keep horses.
However, those receiving 150-koku role stipends shall have rice loans equivalent to their basic stipend for the 50-koku portion.
