○御勝手向旧來御不如意之儀は各承知之通に候処去々戌年江戸表大災に付
御普請為御入用御家中半減御借米町在御用金其余新御才覚を以
御上屋敷并霊厳嶋 御普請御住居向而己事也に御出来
御方々様御満足被遊候儀に候処御手道具類を始御日用之御道具悉御焼失に付
無余儀御代り之御道具共追々御出来御入用是亦大造之事故自他之御才覚
金及過分御手繰相難澁至極之儀に至候猶又御家中半減上納丑年以来長々
相続候事故必至之難渋町在共に不融通至極之段御政事向ゟ頻に及内達候得とも
外に御手当之被成方も無之故不得止半減御借米御免被成候に付御積方致齟齬御
借金返済方手違に相成無是非他へ御借財乍不義理夫々御頼延被 仰出候依
之先年役所におゐて取斗有之候川除銀并入米手形引当御才覚被成候訳而重キ
調達筋に候得共前段之通誠に無拠御歩に付右之分も同様残銀高今年ゟ三十年

○御家中の家計が苦しく難儀している者たちが願い出た場合、御趣意銀の拝借を仰せ付けられることになりました。拝借銀高の件については裏判拝借と同様、利息は月八朱にて、上納は来る丑年より未年暮まで七年賦上納と仰せ出されましたので、その通り取り扱うよう御趣意方へ申し聞かせてください。以上

○御勝手向きは旧来より御不如意のことは皆承知の通りでありますが、一昨年戌年に江戸表で大災があり、御普請のため御入用として御家中半減御借米、町在御用金、その余新御才覚を以て
御上屋敷并び霊厳島の御普請・御住居向きだけのことで御完成し、
御方々様も御満足されたことでありますが、御手道具類をはじめ御日用の御道具がことごとく御焼失したため、やむを得ず御代わりの御道具共を追々御調達される御入用もまた大変なもので、自他の御才覚金が過分に及び、御金繰りが困難極まることに至りました。なおまた御家中半減上納が丑年以来長々と続いていることから、必至の難渋で町在共に不融通極まる段を御政事向きより頻繁に内達されますが、他に御手当てをなされる方法もないため、やむを得ず半減御借米御免をなされたことにより、御積もり方に齟齬を来し、御借金返済方に手違いとなり、是非もなく他へ御借財を不義理ながらそれぞれ御頼み延期を仰せ出されました。これにより先年役所において取り計らいのあった川除銀并びに入米手形引当の御才覚をなされたわけで、重要な調達筋でありますが、前段の通り誠にやむを得ない御事情により、右の分も同様残銀高を今年より三十年賦返済で御頼みになりましたので、銀元は難儀でありましょうが、よろしく計らいがあることでしょう

○去る未年に御催しになった町在御頼講の件は、これまで一ヶ年に両度ずつ御返済方でありましたが、自他の御才覚金を御断念されたため、右御頼講の件も以後一ヶ年に一度金六百五十両ずつ御返済で御頼みになりました。もっとも諸御借財省略の並みもありますが、格別の御趣向、講の件につき他の並みにも御頼みしがたく、厚く御調べの上右の通りとなりましたので、難儀ではありましょうが

○As everyone knows, the domain's finances have long been in difficulty. The year before last, in the Year of the Dog, due to the great disaster in Edo, construction expenses were covered through half-reduction of retainer rice loans, commercial taxes from towns and villages, and other new financial arrangements.
The upper residence and Reiganjima construction and residential quarters were completed,
and Their Lordships were satisfied. However, since hand tools and daily-use implements were completely destroyed by fire, replacement tools had to be gradually procured, which also required enormous expenses. Both internal and external financing became excessive, making cash flow extremely difficult. Furthermore, since the half-reduction repayment by retainers has continued for a long time since the Year of the Ox, reports of extreme hardship and complete lack of liquidity in both towns and villages are frequently communicated from the administration. However, having no other means of assistance, the half-reduction rice loan exemption was unavoidably granted. This disrupted financial planning and caused delays in debt repayment, making it unavoidable to request extensions on loans from others, though this is regrettable. Therefore, arrangements were made for river works silver and rice certificate-backed financing that had been handled by offices in previous years. While this is an important funding source, due to the truly unavoidable circumstances mentioned above, repayment of the remaining silver amount was requested to be extended to thirty annual installments starting this year. Though this will cause hardship for the creditors, it is hoped they will arrange matters favorably.
