定口留に被仰付置候処絞油に而他国出に取扱候へは油粕等も田畑肥物に相成趣に候へ共
他国出被差免候而は御国油直段高直にも可相成哉に付是迄被指留置候処御他領
に而は菜種余計に絞立候様子に相聞候へ共捌方之儀は如何相成候儀哉難相分候然
処此度油屋共之内追々願趣御吟味之上為試今年ゟ菜種油并綿実油他
国出之儀被差免候併船路陸路共指出候而は樽数之内木実油等入交無之哉
之吟味方参届間敷候間右両様油三国湊に限り沖出被指免候依之御国中に
於而売買油直段之儀菜種油并木実油共十ヶ年平均直段を以定直段
相極置右直段ゟ下直に致売買候儀は勝手次第若定直段ゟ聊に而も高直に相

○去る巳年より御趣旨により各村での検見を取りやめ、去る未年まで免合をそのまま据え置いていたが、作柄が困難な状況であったため下行米で取り扱ったところ、いずれも心配であったが奇特であった。今年も検見を取りやめ、近年の慣例に従って取り計らうべき旨。

○松本地方の高持らが地面に支障がなく困窮しているため、近年畔直しの件を企画している様子であるが、屋敷高持らの中に不心得者もおり、熟談がまとまらない旨が聞こえている。どの村方でも時々畔直しを行わなければ片方に偏ることになり道理であるから、是非とも畔直しを行うべきことである。よって右の調査方を仰せ付けられているので、納得しない者らの事情を吟味し、詳細を申し上げるべきである。

○このたび御家督をはじめとする御祝事により、近々御家中へ御料理を下し置かれる予定である。従来もその席でああだこうだと申し分があるように聞いている。それぞれ先例の格式をもって諸事を取り扱うよう仰せ付けられているので、もし何かと申し分がある者らには御料理を下されない予定であるから、そのように心得るべきである。

○右同様、もし何かと申し分があっても御取り上げには及ばない予定を多賀谷権兵衛・磯野多宮へ申し聞かせ置いているので、支配方の面々へその旨を心得るよう申し達するべきである。

○諸国中の灯油について、従来より木実油を灯油に使用してきたため、搾油の他国出荷については海陸ともに一定の口留を仰せ付け置かれている。搾油で他国出荷を取り扱えば油粕なども田畑の肥料となる趣旨であるが、他国出荷を許可すれば国内の油値段が高値になる可能性があるため、これまで差し止め置かれていた。御他領では菜種を余計に搾り立てている様子が聞こえているが、販売方法がどうなっているかは分からない。しかしこのたび油屋らの中から相次いで願い出があり、御吟味の上で試験的に今年より菜種油および綿実油の他国出荷を許可された。ただし船路・陸路ともに指し出すと樽数の中に木実油などが混入していないかの吟味方法が行き届かないので、右両様の油は三国湊に限り沖出しを許可する。これにより国内において売買する油値段については、菜種油および木実油ともに十年間の平均値段をもって定価を決め置き、右値段より安値で売買することは自由とするが、もし定価より少しでも高値になった場合は他国出荷を差し止めることとする。

In any village, if border adjustments are not made from time to time, it becomes one-sided, which is reasonable, so border adjustments must definitely be carried out. Therefore, investigation of this matter has been ordered, so the circumstances of those who do not consent should be examined and details should be reported.

○Regarding lamp oil throughout the provinces, since tree nut oil has been used for lighting from before, export of pressed oil to other domains has been subject to fixed port controls for both sea and land routes. If pressed oil were handled for export to other domains, oil cake would also serve as fertilizer for rice fields and farmland, but since allowing export to other domains might cause domestic oil prices to rise, this has been prohibited until now. It is heard that in other domains, rapeseed is being pressed in greater quantities, but it is unclear how the marketing is being handled. However, since oil merchants have been making successive petitions, after examination, as a trial measure from this year, export of rapeseed oil and cottonseed oil to other domains has been permitted. However, since inspection methods would be inadequate to determine whether tree nut oil and such are mixed in among the barrels when shipped by both sea and land routes, these two types of oil are permitted for offshore export limited to Mikuni port only. Accordingly, regarding oil prices for domestic trade, fixed prices will be established based on ten-year average prices for both rapeseed oil and tree nut oil. Trading below these fixed prices is at one's discretion, but if prices rise even slightly above the fixed prices, export to other domains will be prohibited.
