一菜種油綿実油共三国沖出之節改会所為諸入用油弐斗入壱樽に付銀壱匁
宛指出口銭之儀は十ヶ年平均直段に而銀高ゟ弐歩通上納可申事
一大豆之儀も寛政四子年十二月御吟味之上熟作之年者他国出被差免候段被仰出候
処亦復寅七月ゟ被指留置候然処此節高直と申候而も無之故御吟味之上三
国湊并吉崎浦浜坂浦河野浦今泉浦共船路ゟ大豆他国出し分被指免候
但子年之儀は新規に津出被指免之儀に付湊川浚普請為手当大豆壱俵に付弐匁
つヽ出口銭被仰付候処今年ゟ沖出之分改会所為諸入用大豆壱俵に付銀壱匁つヽ
指出口銭之儀は壱俵に付銀弐分つゝ上納可申事

菜種油・綿実油の三国沖出の際の検査方法については、富田猪左衛門を頭取に任命し、三国の総油屋らと立ち会って吟味を行い、船積みを取り仕切るよう申し付けるべきである。
一、菜種油その他諸油については、吉崎浦・浜坂浦・河野浦・今泉浦その他の港々ともに、これまで通り厳重な出港禁止を申し付けているので、万一紛らわしい件があった場合は処罰の対象となる。
一、菜種油・綿実油ともに三国沖出の際、検査会所の諸経費として、油2斗入り1樽につき銀1匁ずつ差し出し、出港税については10年間の平均価格での銀高から2歩ずつ上納すること。
一、大豆についても寛政4年子年12月に御吟味の上、豊作の年は他国出荷を許可する旨が申し出されたが、再び寅年7月から差し止め置かれていた。しかしこの度は高値というわけでもないため、御吟味の上、三国湊および吉崎浦・浜坂浦・河野浦・今泉浦ともに船路からの大豆他国出荷分を許可する。
ただし子年については新規に港出荷を許可したことに関連して、港川浚渫工事の手当てとして大豆1俵につき2匁ずつ出港税を申し付けたが、今年からは沖出分について検査会所の諸経費として大豆1俵につき銀1匁ずつ差し出し、出港税については1俵につき銀2分ずつ上納すること。
右の趣旨が申し出されているので、それぞれ取り計らうべきである。

Regarding the inspection method for rapeseed oil and cottonseed oil when shipped offshore from Mikuni, Tomita Inozaemon shall be appointed as supervisor, and he shall conduct examinations in cooperation with all the oil merchants of Mikuni and oversee the ship loading.
1. Regarding rapeseed oil and other various oils, strict port controls continue to be enforced as before at Yoshizaki-ura, Hamasaka-ura, Kōno-ura, Imaizumi-ura, and all other ports, so if there are any questionable matters, they will be subject to punishment.
1. For both rapeseed oil and cottonseed oil shipped offshore from Mikuni, one monme of silver per barrel (containing two to of oil) shall be provided for various expenses of the inspection office, and regarding export taxes, two bu per silver value based on the ten-year average price shall be paid.
1. Regarding soybeans, in the 12th month of Kansei 4, Year of the Rat, after examination, it was announced that export to other domains would be permitted in years of good harvest, but this was again prohibited from the 7th month of the Year of the Tiger. However, since prices are not particularly high at present, after examination, soybean exports to other domains by sea route are permitted from Mikuni port as well as Yoshizaki-ura, Hamasaka-ura, Kōno-ura, and Imaizumi-ura.
However, regarding the Year of the Rat, since port export was newly permitted, an export tax of two monme per bale of soybeans was imposed as provision for port dredging construction, but from this year, for offshore shipments, one monme of silver per bale of soybeans shall be provided for various expenses of the inspection office, and regarding export taxes, two fun of silver per bale shall be paid.
These matters have been announced, so each should handle them accordingly.

○Regarding the transfer and acquisition of sake brewing licenses, within the domain territory, both transfer and acquisition remain acceptable as before. Transfer and acquisition from public estates, other domains, shogunal territories, etc., shall be discontinued henceforth. This should be announced accordingly.
