　○御代々御勝手不如意之儀は元来御領地縄詰御収納薄御元払引合不申に付

　　中将様被遊　御辛労先年格別之御趣意被相立候得共追々御物入

　　内調に候間　御身分之御儀を初御倹約に相成候筋之儀は無遠慮申上
　　候様に被　思召候尤銘々御役筋之儀は聊之事たりとも御勘略之儀専

○代々の御財政難については、もともと領地の石高確定や収納が薄く、支出との収支が合わないため、借財が重なって困窮していることである。
中将様（藩主）におかれては大変なご苦労をなさり、先年格別のご方針を立てられたが、次第に支出が増加して思うようにならないのが現状である。当代においてもなお一層ご苦労なさり、支出との収支について厳重に調査されたところ、不足が生じることはやむを得ないことと承知され、いよいよ万事において節約を実行し、幕府へもお届けしている内々の調整があり、年末の支払いをはじめ諸事について近年の半減、借米なども含めて、家臣についても右に準じて倹約を守り、心得違いのないよう申し渡しおくべき旨が申し出された。

○御財政難については今更のことでもなく、各々承知の通りである。
中将様におかれては、何とか不自由のないようになさりたいとのお気持ちから、今後のことについて詳しく調査されたところ、まことにやむを得ない支障ばかりで、とかく思うようにならないのは心外なことである。これにより昨日申し出された通り、倹約については幕府へもお届けしている内々の調整中であるから、御身分のことをはじめ倹約に関することについては遠慮なく申し上げるよう思し召しである。もちろん銘々の役職については少しのことでも節約を専ら心がけて精励するよう申し出された。また従来から申し出されている倹約が緩んでいることの改正も含めて、当時内々調整中であり、追々申し出される予定であるから、この段申し渡すよう申し出された。

○去る十二月に申し渡しおいた大目付中からの御触れがあった天明八年申年以来の酒造人の名前替えその他譲渡等の有無を調査し、当月二十日までに提出するよう、町奉行・御郡奉行・御預所郡奉行へ申し聞かせるべきである。また府中へも申し渡すべき旨。ただし右の趣旨は即日それぞれに伝達すること。

Official Notice　　　　　　　　　　　　　　　To All Monthly Duty Officers
○Regarding the financial difficulties that have persisted through successive generations, the fundamental problem is that the domain's land assessment and tax collection are insufficient, and expenditures do not balance with income, resulting in accumulated debt and hardship.
His Excellency the Chūjō (domain lord) has exerted great effort and established exceptional policies in previous years, but expenditures have gradually increased beyond what can be managed. The current lord continues to work even harder, and after strict investigation of the balance between income and expenditures, he has acknowledged that shortfalls are unavoidable. Consequently, economy measures are being implemented in all matters, and there are internal adjustments that have been reported to the bakufu. Regarding year-end payments and other matters, recent reductions by half, borrowed rice, and other measures are being taken, and retainers should also follow these guidelines in observing frugality without any misunderstanding.

○The financial difficulties are not a recent development and are well known to everyone.
His Excellency the Chūjō, wishing to ensure there would be no inconvenience, has conducted thorough investigations into future matters, but found only unavoidable obstacles that prevent things from proceeding as desired, which is most regrettable. Therefore, as announced yesterday, regarding economy measures that are under internal adjustment and have been reported to the bakufu, it is his wish that matters concerning personal status and economy be reported without reservation. Of course, regarding individual official duties, even small matters should be approached with dedicated attention to economy and diligent effort. Additionally, corrections to the relaxation of previously announced economy measures are under current internal adjustment, and further announcements will be made in due course, so this matter is to be communicated accordingly.

○Regarding the directive from the Senior Inspectors issued last December concerning the investigation of name changes and other transfers of sake brewers since Tenmei 8 (1788), the results should be submitted by the 20th of this month. This should be communicated to the Town Magistrates, District Magistrates, and District Magistrates of Entrusted Territories. It should also be communicated to Fuchū. However, this matter should be conveyed to each party immediately.
