The various officials who neglect their governmental duties openly give and receive bribes, and through connections with the inner palace women, those without moral virtue or righteousness achieve promotions and rise to important positions. They devise schemes and employ cunning to enrich themselves and their families alone, imposing excessive monetary levies on the common people of their domains and fiefs. In addition to the already severe suffering from annual tributes and various duties, they impose these unreasonable demands as described above.

As these demands are handed down and expenses continue to mount, the four seas have fallen into poverty, leading to a situation where everyone envies those above them. However, from Edo throughout all provinces, this corrupt behavior has uniformly taken hold. Since the Ashikaga period, the Emperor has been in a state similar to retirement, losing the authority to reward and punish. With the common people's grievances having nowhere to be heard or reported, and in this disordered state, the people's resentment reaches Heaven, causing earthquakes and fires.
