奸者之輩大切之政道を執行只下を悩し
金米を取たてる手段計に打かかり実に以
小前之百姓共の難義を我等如き者草のかけ
より常にさつし悲み候得共湯王武王の勢
位なし孔子孟子之道徳なけれは徒蟄居
いたし候処此節米価弥高直に相成大坂奉行
諸役人共万物一体之仁を忘れ得手勝手の
政事をいたし江戸え廻米いたし
天子御在所之京都は廻米之世話もいたさず

山も崩れ水も溢れる以外にも色々様々な天罰が流行し、ついに五穀飢饉となった。これは皆天からの深い戒めであり有難い仕合いであるけれども、一向に上に立つ人は心も使わず、なお小人奸者の輩が大切な政道を執行し、ただ下を悩ませ金米を取り立てる手段ばかりに打ちかかっている。実に小前の百姓どもの難義を、我等のような者が草陰から常に察知し悲しんでいるけれども、湯王武王の勢位もなく孔子孟子の道徳もなければ、ただ蟄居するばかりであった。ところがこの度米価がいよいよ高値となり、大坂奉行や諸役人どもは万物一体の仁を忘れ、得手勝手の政事を行い、江戸へ廻米を行う。天子の御在所である京都には廻米の世話もしない。

In addition to mountains collapsing and waters overflowing, various other divine punishments have spread, finally resulting in famine of the five grains. All of this represents Heaven's profound admonition and should be received with gratitude, yet those in positions of authority pay no attention whatsoever, while petty and treacherous individuals continue to conduct vital governmental affairs, focusing solely on methods to torment those below and extract money and rice. Indeed, we humble people constantly observe from the shadows and grieve over the hardships of the small farmers, but lacking the power and position of Tang King or King Wu, and without the moral virtue of Confucius or Mencius, we can only remain in seclusion. However, at this time rice prices have reached unprecedented heights, and the Osaka magistrate and various officials have forgotten the benevolence of the unity of all things, conducting government as they please and sending rice to Edo, while providing no assistance with rice distribution to Kyoto, where His Majesty the Emperor resides.
