五斗一斗の米を買いに下ってきた者どもを召し捕りなどをして、実に昔の葛伯という大名が人々が農作業の食事を持ち運ぶ小児を殺したのと同様で、言語道断である。どの土地においても仁民は徳川家の御支配の者に相違ないところ、このような区別をつけるのは全く奉行等の不仁である。その上、我儘な触書等を度々出して、大坂市中の遊民ばかりを大切に心得る者は、前々にも申し通り道徳仁義も改めず、拙身をもって甚だ厚かましく不届きの至りである。かつ三都の内で大坂の金持どもは諸大名へ貸し付け利得の金銀並びに扶持料を莫大に掠め取り、未曾有の有福に暮らし、町人の身でありながら大名の家来や用人格等に召し用いられ、又は自己の田畠・新田を夥しく所持して何の不足もなく暮らしている。

They arrest those who come down to buy five or ten to (measures of rice), which is truly the same as when the ancient lord Ge Bo killed children carrying meals to farm workers - utterly inexcusable. In any territory, the benevolent people are without doubt subjects under the rule of the Tokugawa house, yet making such distinctions is entirely due to the inhumanity of the magistrates and others. Moreover, they frequently issue selfish official notices, and those who consider only the idle people of Osaka city as important are, as I have said before, utterly shameless and inexcusable, failing to reform their moral righteousness despite their humble position. Furthermore, among the three great cities, the wealthy of Osaka lend money to various daimyo, amassing enormous profits in gold and silver as well as stipend payments, living in unprecedented wealth. Though merely townspeople by status, they are employed as retainers or stewards to daimyo, or possess vast amounts of rice fields and newly developed land, living without any want.
