天下の為血族之災を犯此度有者と申合下民
を悩し苦しめ諸役人を先誅伐いたし引続驕に
長し居候町人共誅戮におよひ可申候間右之者とも
穴蔵に貯置候金銀銭等諸蔵屋内に隠置候俵
米夫々分散配当いたし遣候間摂河泉播之内田畠
所持不致者仮令所持いたし候とも父母妻子等養義
難出来候程之者は右金米等取らせ遣候間いつに而も
大坂騒動起し候と聞伝候得は里数不厭一刻も
はやく大坂え向駆付可参候面々え米金分遣
可申候鉅橋鹿台之金粟を下民に与ふ遺言に而
当時之餓饑難儀を救遣若又器量才力等有物は
又々取立無道者征伐いたし軍役にも遣可申候必一揆

天下のため血族の災いを犯し、この度有志と申し合わせ、下民を悩まし苦しめる諸役人をまず誅伐し、引き続き驕りに長じて居る町人共を誅戮に及ぼすべく候間、右の者どもが穴蔵に貯め置いた金銀銭等、諸蔵屋内に隠し置いた俵米を夫々分散配当いたし遣わす候間、摂津・河内・和泉・播磨の内で田畠を所持しない者、仮令所持していても父母妻子等を養うことが出来ない程の者は、右の金米等を取らせ遣わす候間、いつにても大坂騒動を起こしたと聞き伝え候得ば、里数を厭わず一刻も早く大坂へ向かい駆け付け参るべき面々へ米金を分け遣わすべく申し候。鉅橋・鹿台の金粟を下民に与うという遺言にて、当時の餓饉難儀を救い遣わし、若しまた器量才力等ある者は、また々取り立て、無道者征伐をいたし、軍役にも遣わすべく申し候。必ず一揆

For the sake of the realm, risking disaster to our blood relations, we have consulted with like-minded individuals this time to first execute the various officials who torment and cause suffering to the common people, and subsequently proceed to execute the townspeople who have grown in arrogance. We shall distribute and allocate the gold, silver, and coins that these people have stored in their underground vaults, as well as the bags of rice hidden in various storehouses. For those within Settsu, Kawachi, Izumi, and Harima provinces who do not possess rice fields or dry fields, or even if they do possess them but cannot support their parents, wives, children, and others, we shall give them this gold and rice. Whenever it is heard that the Osaka uprising has begun, regardless of the distance, those who should rush to Osaka as quickly as possible shall be given distributions of rice and gold. Following the dying words to give gold and grain to the common people like Juqiao and Lutai, we shall rescue the current famine and hardships, and if there are also those with ability and talent, we shall recruit them again to subjugate the lawless ones and employ them in military service as well.
