村々一々知らせ度候得共数多ゆへ最寄人家多大村
神殿に張付置候大坂ゟ廻り番人共知らざる様に心を
懸早々村々え触知可申候万一番人共眼をつけ大坂
四ヶ処之奸人共へ注進いたし候様子ならは遠慮無
面々申談番人を不残打殺可申候右騒動おこり

蜂起の企てとは違い、年貢諸役に至るまで軽くし、すべて中興神武帝の御政道の道、寛仁大慶の扱いをいたし遣わす候。驕奢淫逸の風俗を一洗し相改め質素に立ち戻り、四海万民いつまでも天恩ありがたく存じ、父母妻子を養い老いに地獄を救い、死後の極楽成仏を眼前に見せ遣わす候。堯舜天照皇大神の御代に復すことは難しくとも、中興の気を我々が回復して立ち戻るべく申し候。この書付を村々一々に知らせたく候得ども数多ゆえ、最寄りの人家多き大村の神殿に張り付け置き候。大坂より廻りの番人共が知らざるよう心を懸け、早々村々へ触れ知らすべく申し候。万一番人共が眼を付け、大坂四ヶ所の奸人共へ注進いたす様子ならば、遠慮なく面々申し談じ、番人を残らず打ち殺すべく申し候。右騒動起こり

This differs from a mere uprising scheme - we shall lighten the annual taxes and various duties, and conduct all affairs according to the benevolent and magnanimous governance of Emperor Jinmu's restoration. We shall completely cleanse and reform the customs of arrogance, luxury, and debauchery, returning to simplicity, so that all people of the four seas may forever gratefully acknowledge Heaven's benevolence, support their parents, wives, and children, save them from hell in old age, and show them before their very eyes the paradise and buddhahood after death. Even if we cannot restore the age of the sage emperors Yao and Shun or the Sun Goddess Amaterasu, we shall recover and restore the spirit of restoration. We wish to inform each village of this written notice, but since there are so many, we have posted it at the shrine of the nearest large village with many households. We shall take care that the patrol guards from Osaka do not become aware, and quickly spread word to all villages.
