今度山村信濃守殿始従関東役人中被参候間右之
通急度可被相守依之非常は不及申不法見廻り役人

一今度就御造営御修復奉行中当地止宿有之御造営中は
役人中并棟梁其外普請方之者共往来候間馬場表は
勿論在所之内たりとも不法之体ニ而往来無用之事
惣体近年百姓共心得違くわへ煙管ほうかぶり等を
致し雪駄抔をはき雨天之節ハ高木履ニ而致往来
社家分ニ逢候而も無礼之体間々有之不届之儀ニ候向後百姓之
身分を相守雪駄高木履等堅停止申付候尤ほうかぶり
くわへきせる等は前以 御公儀御法度之儀ニ候別而夜分若
者共所々立集り不法之往来堅致間敷候此節御造営之儀
猶以急度相慎可申候今度右制道見廻り之役人中被申付候間
不行跡之体被見咎候ハヽ其節申訳相立間敷事
一自身番可被申付間番之者共京都役人中往来之節昼
夜ニかぎらす可致下座候事
一喧嘩口論堅可相慎事
一賭勝負博奕人寄セ等堅停止之事
但賭勝負博奕等之儀は不限此度兼而申付置候得共

今度、山村信濃守殿をはじめとして関東から役人中が参られるので、右の通り急度相守るべし。これにより、非常時は申すに及ばず、不法を見廻る役人が兼ねて頼み置かれているので、各々その意を得るべし。

総体、近年百姓どもの心得違いで、くわえ煙管、ほうかぶり等をし、雪駄などを履き、雨天の節は高木履にて往来している。社家分に逢っても無礼な体が間々あり、不届きな儀である。向後、百姓の身分を相守り、雪駄高木履等は堅く停止を申し付ける。もっとも、ほうかぶり、くわえきせる等は前もって御公儀御法度の儀である。別して夜分、若者どもが所々に立ち集まり、不法な往来を堅くしてはならない。この節御造営の儀につき、なおいっそう急度慎むべし。今度右の制道見廻りの役人中が申し付けられているので、不行跡な体を見咎められれば、その節申し訳が立たない事。
一、自身番を申し付けるので、番の者どもは京都役人中往来の節、昼夜にかかわらず下座すべき事。
一、喧嘩口論は堅く相慎むべき事。
一、賭け勝負、博奕、人寄せ等は堅く停止の事。
ただし賭け勝負博奕等の儀は今度に限らず、兼ねてより申し付け置いているが…

Generally, in recent years, peasants have shown misconduct by smoking pipes in their mouths, wearing head coverings, donning leather sandals, and in rainy weather, traveling in high wooden clogs. Even when encountering shrine family members, they sometimes show disrespectful behavior, which is improper conduct. Henceforth, peasants should observe their proper social status, and leather sandals and high wooden clogs are strictly prohibited. Moreover, head coverings and smoking pipes in the mouth have been previously prohibited by government law. Especially at night, young people should not gather in various places and engage in improper travel. During this shrine reconstruction period, they should be even more strictly cautious. Officials for patrolling and maintaining order have now been appointed, so if misconduct is observed and criticized, no excuses will be acceptable at that time.
One item: Self-policing duty will be assigned, so the guards must show deference when Kyoto officials pass by, regardless of day or night.
