### [Upper Section]
(Continued from the previous page) ...there are two mental (aspects).
**Both sides (presented):** If the arousing-and-initiating superior thought (*dōhatsu shōshi*) is not to be named the "path of mental karma" (*igō-dō*): when one externally gives rise to bodily and verbal (karma) and inwardly moves the mind, why should the arousing-and-initiating superior thought that gives rise to body and speech not be considered the path of mental karma? Based on this, the present commentary contains the interpretation: "That which gives rise to body and speech is precisely mental karma" (etc.), and without dispute, it is seen as constituting the path of mental karma. If one follows this and it is indeed so, then in the *Vijñaptimātratā-śāstra* (*Yuishiki-ron*), "the two thoughts of deliberation and determination (*shinketsu no ni-shi*) are taken as the path of mental karma, and the arousing-and-initiating superior thought is related to the two karmas of body and speech." Furthermore, in the *Yogācārabhūmi-śāstra* (*Yuga-ron*), "the thought that does not give rise to body and speech is named mental karma" (etc.). It follows from this that (the arousing-and-initiating superior thought) is not to be named mental karma. Neither side is clear. How (should this be understood)?
[Colophon note: Yoshizane raised this (question). Miroku-in no Anryū, etc.]
---
*Saisho-sho* (Commentary on the *Sūtra of Golden Light*), fascicle six, says [Colophon note: Chapter on the Praises of Bodhisattvas of the Ten Directions]: In the scripture, from (the passage where the bodhisattvas) arrive at the Honored One's dwelling place and below, they present reverences and praises. The first (action) is bodily reverence (*shin-rei*), and the latter is verbal praise (*go-san*); this passage concerns the first (bodily reverence). "That which gives rise to body and speech is precisely mental karma. Praising with the three karmas expresses the depth of reverence." (Etc.)
*Ryōgitō* (*Torch of Definitive Meaning*), fascicle two, says: Among the mental karmas, do the ten good and ten evil (acts) give rise to non-manifest karma (*muhyō*, *avijñapti*)? In the (Cien) Master's chapter there are two interpretations. However, the *Yōjū-shū* (*Essentials Collection*) cites a certain interpretation: "The Tripiṭaka Master's (*Sanzō*) interpretation (states that) the fifty-third passage of (the *Yogācārabhūmi*) explains mental manifest karma (*i-hyōgō*) solely in terms of active manifestation (*gengō*). Accordingly, non-manifest karma (*muhyō*) is established in reliance upon the seed (*shu-shi*)." Seeking now the intention of the Tripiṭaka Master: "Body and speech manifest outwardly and transform (others); hence they are named manifest karma (*hyōgō*). The seed of thought (*shi-shu*) does not manifest outwardly; hence it is explained as non-manifest karma (*muhyō*). Mental karma manifests only to oneself; hence it can be called manifest (*hyō*). The seed does not manifest itself; hence it is also named non-manifest karma (*muhyō*)." As for the two explanations in the *Fayuan zhulin* (*Hōon Jurin*): the first says "(mental karma) gives rise to non-manifest karma," while the second says "it does not give rise (to it)." The latter explanation is the correct one. The intention of the Tripiṭaka Master aligns with the former interpretation, (but) this view is not accepted as correct. The two explanations of the *Fayuan zhulin* are treated as available options; the latter explanation is not definitively settled as the decisive interpretation. Now, according to (my own) considered view, it is definite that non-manifest karma is generated. Since the bodhisattva precepts (*bosatsu-kai*) fully prevent the three karmas and are superior to the two vehicles (of śrāvakas and pratyekabuddhas),
### [Lower Section]
(extending) to the end of future time — how could (the bodhisattva) fail to give rise to the exceptional non-manifest karma (*shushō muhyō*)? The previous two explanations speak from an intermediate standpoint (*shoshō*) and are not applied in the context of the discipline of precepts (*ritsugi*). (Etc.)
---
The treatise (*Vijñaptimātratā-śāstra*) says: "However, in dependence upon volitional aspiration (*shi-gan*) and the limits of good and evil, non-manifest karma is provisionally established. In principle there is also no contradiction. That is to say, this is established either in reliance upon the stage of increase (*zōchō-i*) of the seeds of good and evil thoughts that give rise to superior body and speech, or in reliance upon the thought that, within meditation (*jō*), suppresses the active manifestation of evil bodily and verbal (karma). Hence this is a provisional existence (*ke'u*). ○ The thought that is able to move the body is called and explained as bodily karma. The thought that is able to give rise to speech is called and explained as verbal karma. The two thoughts of deliberation and determination (*shinketsu no ni-shi*), because they are associated with the mind (*i-shiki*) and because they function to move the mind (*dō-i*), are called and explained as mental karma." (Etc.)
---
*Sho* (*Commentary*), fascicle two (principal text), says: "The treatise (says) 'Or in reliance upon (that) within meditation...' ○ This manifest karma of mind (*i-hyōgō*): what is actively manifest (*gengō*) is named manifest karma. However, one should explain (that) there are two kinds of non-manifest karma. What the great elements produce, etc. — as explained in (fascicles) fifty-four and sixty-six (of the *Yogācārabhūmi*), and as explained in the following fascicle seven of the *Shō* (*Abridged Commentary*). As for the reason why the non-manifest karma of the three karmas is all provisional — as explained in the achievement-of-karma passage (*jōgō*) and related explanations in fascicle four of the *Buddhabhūmy-upadeśa* (*Butsuchi-kyō-ron*)." (Etc.)
---

Collated once against a manuscript copy. Completed.
[The manuscript says:]
The paper (*ryōshi*) was arranged by the Zen-bō Prefect of Minor Rank (*gonsō*, Sōzu rank), (serving as) estate administrator (*bōmu*) of Jōshin-in.
