Item: Care shall be taken at all times, without negligence, to ensure that grains and rice are produced without loss and in good yield.
Item: Arrangements for maintenance and repair works (fushin) shall be diligently ordered at all times so that existing fields and paddies do not fall into ruin or become damaged. Furthermore, it is of the utmost importance to ensure that areas where river embankments and flood-control works (kawayoke) have deteriorated are properly restored and maintained.
Item: The development of new rice paddies (shinden) is indeed a desirable matter; however, it is appropriate to order such development only in places that do not cause harm to other things. In general, such development frequently interferes with existing old fields and paddies, or with pasture and fodder-grass lands (makusa-ba); therefore, development in such locations shall be considered unnecessary and shall not be carried out.
Item: The felling and selling off of woodland and forests that are not immediately needed shall be strictly prohibited.
Item: Even when food and all other miscellaneous goods are plentiful, one shall take care not to wastefully discard them; and one shall understand that producing excessive quantities of sake, confections, and the like, only to have them go to waste, is to be avoided.
Item: At present, among the various goods bought and sold, there is nothing in particular that is in short supply; yet even if far greater quantities of goods were to be produced, if people use things beyond their allotted means and station (bungen), needs will still not be sufficiently met, and in the end this will lead to the decline of the domain and prove entirely without benefit. [Regarding] rice, grain, and rapeseed (nanakusa)...
