...[In addition to rice, grain, and rapeseed,] with regard to everything else — including gold, silver, clothing, and all manner of household goods and utensils — the production and distribution of new items shall not be indiscriminately ordered; nor shall the quantities of existing goods be arbitrarily increased.
Item: Outside of existing establishments, the indiscriminate ordering of amusement quarters, sideshow stalls (misemono), places of trade, or any other gatherings designed to draw large crowds shall not be permitted, even if such things are put forward as a means of bringing prosperity and bustle to a locality.
Item: Should anyone sell goods at unjustifiably high prices without cause, this shall be regarded as an act of greedily seeking excessive profit; the matter shall be thoroughly investigated and such conduct shall not be permitted.
Proviso: However, the practice of cornering the market by purchasing goods in bulk at a single location and then selling them at artificially low prices shall likewise not be permitted or approved.
Item: Care shall be taken to ensure that goods transported from various provinces and localities suffer no loss due to difficulties in transportation or hindrances encountered along the way.
Item: In recent years, various petitions and requests had not been accepted; however, since last year, an order has been issued to the effect that such matters are to be heard and received. Accordingly, measures that will serve as relief (o-sukui) for the people as a whole shall be duly ordered. Matters that do not serve as such general relief shall not be taken up or approved. As for what constitutes general relief for all: it is that the rice harvest be good, and that people be instructed, in accordance with the principles of domain governance and regulation (o-shioki), to observe their proper station in life (bungen) and not to be wasteful in their expenditures. Beyond this...
