Kyōhō 5, Kanoe-ne, Fifth Month, 16th Day
1. On the 18th day of the Fifth Month, the documents concerning the history of the Anawaka Kasuga Shrine and other related writings, which had previously been ordered, arrived from the domain (Fukui domain), and were brought and submitted to Senior Councilor Lord Kuze Yamato-no-Kami Shigeyuki by the domain's Edo Resident Representative (rusui), Ōseki Shingozaemon Naomi.
Note: There is a catalog of the documents, but it is not recorded here.
1. On the 23rd day of the same month, at the summons of Senior Councilor Lord Kuze Yamato-no-Kami Shigeyuki, the Edo Resident Representative appeared, whereupon a written notice concerning the matter of embankments, river revetments, etc. throughout the provinces was delivered, as follows:
Memorandum
Regarding the construction and repair of embankments, river revetments, or areas damaged by drought throughout the provinces: those who govern an entire domain, or those with holdings of 200,000 koku or more, shall continue to manage these as before. However, for those with smaller holdings who cannot carry out such works on their own, and where abandonment would likely result in the land becoming depopulated (abysho), and where the scale of construction exceeds the means of the domain lord, such works shall be carried out through a national corvée (kokueki) levy without distinction between shogunate-administered lands (goryō) and private domains (shiryō). Furthermore, with the shogunate contributing additional funds toward said expenses...
