　焼失之事故御届有之候其以後新保浦致焼失候得共百軒ニ不満候故勿論御
　達無之候右栗田部火事ハ百軒之焼失ニ候得共御届ニ及間敷由ニ而其段七右衛門ゟ
　御家老中へ申達相伺候処此度之儀御達ニ及間敷事ニ候間致其通重而も右之通相心得
　留書も記置候様稲葉采女方被申聞候由尤重而所柄ニより御達被成可然火事可有之

一享保廿卯三月晦日三国上新町弁財天前ゟ出火家数三百軒余尤御預所御廻米
　土蔵大方致焼失依之御用番御老中へ御留守居罷出御届申御勘定所へも御達

　右出火ニ付公辺へ御達可被遊候哉先年青物町百軒余焼失之節致吟味候得共相知不申
　三国火事之節御届有之栗田部焼失之節ハ在辺之儀故御届無之百軒余二も及候
　候得ハ御達被成候様ニ覚候ニ付此度ハ御城下之儀ニ候得ハ御届可被遊哉ニ於御国西尾源太左衛門
　狛杢方へ申達候処江戸表へ申達御留守居共申談候様申聞候旨申来依之右紙面
　之趣入御覧候処御意被遊候ハ今度之火事余程之事ニ候得共御曲輪外其上御城下
　と乍申端々事ニも候間御達ニハ及間敷旨思召ニ候尚又御留守居共申談候様被仰

　出先年青物町火事之儀御右筆部ヤ御留守居此方罪ニも相見得不申三国之事ハ御預
　所御米焼失ニ付早速御達有之旨此度之儀ハ御届【被脱】遊候而も又ハ無之候而も相障ル所無之　
　旨此上ハ御相談次第之事事之由坂田七右衛門申聞則右之様七右衛門達御聴候処左候ハゝ
　家数及百軒候とも御城下端之儀ニ候ハゝ御届被遊間敷候尤怪我人等其外相替所も有
　之候ハゝ其節ハ御達可被遊候相替儀も無之右之趣ニ候ハゝ向後共ニ御届被成間敷候其段
　留置候様被仰付候旨七右衛門申聞中根七郎左衛門儀被為召右之通御意被遊候右之趣留置

現代語訳

焼失の事故のため届出があった。その以後、新保浦が焼失したが百軒に満たなかったため、もちろん達しはなかった。右の栗田部火事は百軒の焼失であったが届出には及ばない旨で、その段を七右衛門から家老中へ申し達して伺ったところ、この度の儀は達しには及ばない事であるから、そのように取り計らい、重ねても右の通り心得、留書も記し置くよう稲葉采女方が申し聞かせた由。もっとも重ねて所柄により達しをなされるべき然るべき火事もあり得る儀である由を七右衛門が申し聞かせた旨が江戸御用留にある。

一、享保二十年卯三月晦日、三国上新町弁財天前から出火、家数三百軒余、もっとも御預所御廻米土蔵が大方焼失したため、これにより用番の老中へ留守居が罷り出て届出を申し、勘定所へも達しがあった事。

一、元文四年未七月八日、石場寺町宗徳寺門前から出火、家数百軒余が焼失した際は届出なし。
右出火につき公辺へ達しを遊ばすべきか、先年青物町百軒余焼失の節に吟味したが相知れ申さず。三国火事の節は届出あり、栗田部焼失の節は在辺の儀故届出なし。百軒余にも及んだ場合は達しをなされるように覚えるにつき、この度は城下の儀であれば届出を遊ばすべきか。御国において西尾源太左衛門・狛杢方へ申し達したところ、江戸表へ申し達し留守居共が申し談ずるよう申し聞かせる旨を申し来たため、右紙面の趣を入御覧したところ、御意を遊ばされるには「今度の火事は余程の事であるが、曲輪外でその上城下と申しながら端々の事でもあるから、達しには及ばない」旨の思召である。なお又留守居共が申し談ずるよう仰せ出され、

先年青物町火事の儀は御右筆部や留守居のこちらの罪にも相見得申さず、三国の事は御預所の御米焼失につき早速達しがあった旨。この度の儀は届出を遊ばされても又はなくても相障る所はない旨。この上は御相談次第の事である由を坂田七右衛門が申し聞け、すなわち右のように七右衛門が達して御聴に入れたところ、「左候はば家数が百軒に及んでも城下の端の儀であれば届出は遊ばされまじく、もっとも怪我人等その外相替わった所もあればその節は達しを遊ばすべき。相替わった儀もなく右の趣であれば向後ともに届出はなされまじく、その段留め置くよう」仰せ付けられた旨を七右衛門が申し聞け、中根七郎左衛門の儀を召され右の通り御意を遊ばされた。右の趣を留め置き、御国へも申し遣わし記し置くよう仰せ付けられた旨が江戸御用留にある。

一、寛延四年未三月二十二日夜、三ツ橋俵屋与兵衛が火元で家数百二十六軒焼失の節も公儀へ達しなし。○城下百軒余の焼失は届出があるべき儀であるところ、この節取扱いを間違えた。
ただし右の節は御幼年の砌、一橋様が御後見の趣で一橋様へ目付田辺五太夫が罷り出て、あなたの目付中へは申し達した留がある。

一、宝暦十一年乙七月十二日夜、北金津家数二百十九軒焼失の節も公儀へ達しはなかった事。もっとも人馬の怪我もなし。
後一丁印を見合わせるべし。

●十、同十二年五月十六日、稲田村・古市村・下森田村二百軒余焼失したが届出なし。
裏の印を見合わせるべし。

There was a report due to the fire incident. Subsequently, Shimbo-ura suffered fire damage, but since it was less than one hundred houses, there was naturally no official report. Regarding the Kuritabe fire, although one hundred houses were destroyed, it was deemed unnecessary to report. When Shichiemon reported this matter to the Council of Elders for consultation, they determined that this incident did not require an official report. He was instructed to proceed accordingly, keep this understanding for future reference, and maintain written records, as conveyed by Inaba Uneme's office. However, Shichiemon explained that depending on the location, there might be fires that warrant official reports, as recorded in the Edo official records.

1. On the last day of March, Kyōhō 20 (Year of the Rabbit), a fire broke out near Benzaiten in Mikuni Kamishin-machi, destroying over three hundred houses. Notably, most of the government-managed rice storehouses were destroyed. Consequently, a caretaker went to report to the duty elder, and reports were also made to the accounting office.

1. On July 8th, Genbun 4 (Year of the Sheep), a fire broke out near the gate of Shōtoku Temple in Ishiba Teramachi, destroying over one hundred houses, but no report was made.
Regarding whether this fire should be reported to the authorities: when over one hundred houses in Aomono-machi burned in previous years, an investigation was conducted but no conclusion was reached. For the Mikuni fire, a report was made; for the Kuritabe fire, no report was made as it was in rural areas. It seems that reports should be made when over one hundred houses are affected, so for this incident in the castle town, should a report be made? When this was communicated to Nishio Gentazaemon and Koma Moku in the domain, they replied that it should be reported to Edo and the caretakers should consult together. When this written matter was presented for review, the lord's opinion was: "This fire was quite serious, but since it occurred outside the citadel and in the outskirts of the castle town, a report is not necessary." He further ordered that the caretakers should consult together.

Regarding the Aomono-machi fire in previous years, no fault was found with the secretaries or caretakers here. For the Mikuni incident, an immediate report was made due to the destruction of government rice stores. For this current matter, whether a report is made or not would cause no problems. This is now a matter for consultation, as Sakata Shichiemon explained. When Shichiemon reported this to his lordship, the response was: "Even if over one hundred houses are affected, if it concerns the outskirts of the castle town, no report should be made. However, if there are injuries or other unusual circumstances, then a report should be made. If there are no unusual matters as in this case, no reports should be made in the future either. This policy should be recorded." Shichiemon reported this, and Nakanemobile Rokuzaemon was summoned and given the same instructions. Orders were given to record this policy and communicate it to the domain, as noted in the Edo official records.

1. On the night of March 22nd, Kan'en 4 (Year of the Sheep), when 126 houses were destroyed by fire originating from Tawaraya Yohei at Mitsu Bridge, no report was made to the government. ○ For castle town fires destroying over one hundred houses, reports should be made, but the handling was mistaken in this case.
However, at this time during his lordship's youth, under the guardianship of Lord Hitotsubashi, Inspector Tanabe Godayu went to Lord Hitotsubashi, and reports were made to your inspectors, as recorded.

1. On the night of July 12th, Hōreki 11 (Year of the Wood Boar), when 219 houses in Kita-Kanazu were destroyed by fire, no report was made to the government. Notably, there were no human or animal injuries.
