漁をするかのようである。結局何らかの計略を企んでいるのではないか。また憂慮すべき恐ろしいことではないだろうか。
一つ、前に述べたように、西洋諸国が平和で一致団結して無事閑暇であることは、他国にとっての災いである。《割書：イギリスの漁船数十艘が我が国の東海に来て漁をし、我が国の海浜の船頭たちを》
《割書：親しませ懐柔しようとしてか、度々物を与え、あるいは邪教の書を与え、また運送船を脅して掠奪し、また岸に来て薪水や蔬菜を乞うなどの類は我が国の災いである》
オホーツクやカムチャツカの繁栄は、ひとえに我が蝦夷地の災いである。《割書：蝦夷地からカムチャツカに至るまで、庭の踏み石を並べたように小島が数十も連続している。いわゆる千島であり、大きなものは二十四島ある》
