人をして交易をさせるのであろうか、それとも奇策を設けて我が国の隙に乗じようとするのであろうか。《割書：以前に官領地であった時でさえ、一商船によって妨害されたことがあった》先年蝦夷地が官領となったため、エトロフ、クナシリの二島は奪われなかった。もし以前に官領地とならなかったならば、この二島も既にロシアに属して、蝦夷の北部は危険であったであろう。北部が陥落すれば、災いは終に解決されないであろう。
