The first is called the "Celestial Pillar" (*Tiān Zhù*), which corresponds to the position of the Three Ducal Ministers (*Sān Gōng*). In the heavens it is called the "Three Steps" (*Sān Tái*), and it oversees the opening of virtue and the proclamation of auspicious tokens (*fú*). The two stars to the west, near the Literary Glory (*Wén Chāng*), are called the "Upper Steps" (*Shàng Tái*); they function as the "Overseer of Fate" (*Sī Mìng*) and govern longevity. The next two stars are called the "Middle Steps" (*Zhōng Tái*); they function as the "Overseer of the Center" (*Sī Zhōng*) and govern the imperial clan (*zōng shì*). The two stars to the east are called the "Lower Steps" (*Xià Tái*); they function as the "Overseer of Emoluments" (*Sī Lù*) and govern military affairs. These serve to make virtue luminous and to block transgressions. It is also said: "The Three Steps serve as the Celestial Stairway (*Tiān Jiē*), which the Supreme Unity (*Tài Yī*) treads in order to ascend and descend." One account calls this the "Grand Stairway" (*Tài Jiē*). The upper star of the upper tier corresponds to the Son of Heaven, and the lower star corresponds to the Imperial Consort (*nǚ hòu*). The upper star of the middle tier corresponds to the Feudal Lords (*zhū hóu*), and the lower star corresponds to the Three Ducal Ministers and Ministers (*qīng dàifū*). The upper star of the lower tier corresponds to the Scholar-Gentry (*shì*), and the lower star corresponds to the Commoners (*shù rén*). These function so as to harmonize yin and yang and to bring order to the ten thousand things. Regarding the Twenty-Eight Lunar Mansions (*Èr Shí Bā Xiù*): The Horn (*Jiǎo*) governs the germination and nurturing of the ten thousand things, and for this reason it is placed first among them. The Neck (*Kàng*) is called the "Remote Ancestral Temple" (*Shū Miào*). The Root (*Dǐ*) is called the "Celestial Root" (*Tiān Gēn*). The Room (*Fáng*) is regarded as the inner bedchamber of the Son of Heaven. The Key Lock (*Jiàn Bì*) and the Hook and Latch (*Gōu Qián*)—two (asterisms)—accompany it, serving to prevent licentiousness and to keep the inner quarters in careful order. The Heart (*Xīn*) is the image of the Son of Heaven.
The Tail (*Wěi*) governs the imperial consorts and concubines. The Winnowing Basket (*Jī*) receives the sweeping of the broom. The Tail receives the (sweepings) and dispatches them using the Basket—this illustrates the way of womanly virtue (*fù dào*). During the Tianbao era, the five planets gathered in the Basket and Tail. The Dipper (*Dǒu*) governs the recommendation of the worthy and the reception of emoluments. The Dipper is the image of a vessel (*qì liàng*), serving thereby to ladle and measure (things with due deliberation). Among the affairs of the people, there is nothing weightier than farming and weaving. Therefore the Ox (*Niú*) and the Maiden (*Nǚ*) are linked together. The Ox represents the old farmer (*nóng zhàng rén*) plowing the fields, and the Maiden, like the radiance of a black pearl (*lí zhū*), represents the offering of (the results of) handcraft. The nine stars of the Celestial Field (*Tiān Tián*) represent the fields of heaven. The Celestial Hound (*Tiān Gǒu*) oversees the night, and the Celestial Rooster (*Tiān Jī*) announces the dawn, ensuring that planted things and livestock keep to their proper seasons. The Gauze Weir (*Luó Yàn*), the Nine Pits (*Jiǔ Kǎn*), and the Celestial Abyss (*Tiān Yuān*) all speak to the fact that agriculture and sericulture must put water management first. Excessive favoritism toward women (*nǚ chǒng*) makes a state hollow. Therefore Weeping (*Kū Qì*), Overseer of Fate (*Sī Mìng*), and Overseer of Records (*Sī Lù*) are appended to it (the Maiden). The Rooftop (*Xū*) governs death and mourning. The Roofing (*Wēi*) governs calamities and losses. Therefore the Beam (*Liáng*) and the Tomb (*Mù*) are appended to these. After Roofing, the cycle fills once more to become the Encampment (*Shì*). The Encampment governs the planning and construction of palaces. In the *jiǎshēn* year of the Jiājìng era, the five planets gathered in the Encampment (*Yíng Shì*). The Wall (*Bì*) is the secret repository of charts and books (*tú shū*). The Stride (*Kuí*) is the armory of the Son of Heaven. Therefore the Southern Gate of the Army (*Jūn Nán Mén*), the Military Camp (*Yíng Lěi*), Wang Liang (*Wáng Liáng*), the Repository of Strategy (*Cè Fǔ*), and the Cavalry (*Chē Qí*) are all appended to it. In military preparedness, there is nothing more essential than the rearing and herding of (animals).
