南北郡之内外勧農御普請之儀其村方ニ引受
御普請相仕立させ受負普請為仕候義ハ難相調
取究候処村々寄内間之申談を以受負ニ而御普請
相仕立候向も有之右受負之者仕成不宜義等も
有之様相聞候如何之事ニ付已後右様之義有之候へハ
屹と咎可申付候条右様可相心得候且右ニ付勧農御普
請願幷御普請仕様写取之義已後左之通申付候
一内外御普請處疼有之候得ハ少々宛之儀候
成尺村最寄等ニ而取繕仕普請相願不申而ハ
難相成候得ハ受持与頭庄屋へ申出見分請弥
願出候ニおいてハ願帋面ニ与頭庄屋奥書を請
其村々役人幷頭百姓壱両人同道罷出可指出候

南北郡の内の外勧農御普請の件について、その村方に引き受けさせて御普請を相仕立てさせ、受負普請として仕らせる義は調い難く、取り究めた所、村々寄り合いの間の申し談じを以て受負にて御普請を相仕立てる向きもある。右の受負の者の仕成しが宜しくない義等もある様に相聞こえる。いかがなる事につき、已後右様の義があれば必ず咎を申し付けるので、右様に心得るべきである。且つ右につき勧農御普請願並びに御普請仕様書き取りの義について、已後左の通り申し付ける。
一、内外御普請処に痛みがあれば、少々ずつの義であっても、最寄り等にて取り繕い仕り、普請を相願い申さなくては相成り難ければ、受持ちの与頭・庄屋へ申し出て見分を請け、いよいよ願い出るにおいては、願い書面に与頭・庄屋の奥書を請け、その村々の役人並びに頭百姓一両人同道して罷り出て指し出すべきである。左候えば右書面、これまでの義は手代取次ぎにて指し出し

Regarding the external kanno (agricultural promotion) public works within the southern and northern counties, having the villages undertake and establish the public works as contracted construction has proven difficult to arrange. Upon investigation, it was found that some cases involve establishing public works through contracts based on consultations among village associations. It is heard that there are cases where the work performed by such contractors is unsatisfactory. This being a problematic matter, if such situations occur in the future, punishment will certainly be imposed, so this should be understood accordingly. Furthermore, regarding petitions for kanno public works and the recording of construction methods, the following is hereby ordered:
1. When there is damage to internal and external public works sites, even if it is a minor matter, if repairs cannot be managed without requesting public works assistance from the nearest localities, one should report to the responsible group head (yoto) and village headman (shoya) for inspection. When making a formal petition, the petition document should bear the endorsement of the group head and village headman, and village officials along with one or two head farmers should accompany and submit it.
