○【朱書き】一番
郷店は先年より度々御究明を仰せ付けられ、就中享和二年にも厳密に取り究め候事に候得ども、近年みだりに相成り、上方直仕入れ等を致し候族も有之候やに相究り候。且つ市中より出売り・出買いの者も入り込み、兼ねて指し免し候品の外を専ら取り扱い、農家驕りの基にも相成り、如何の事に候。
これに依り向後は稠敷く取り究め、直仕入れ者は勿論、市中よりの出売り・出買いを指し留め、宝暦年中触れ達し候別紙品書きの分まで市中よりの仕入れを以て相商い候義を指し免し候得ども、当用指し支え無きやの事。
右の外にも要用の品これ有るにおいては、是又申し談じ存じ寄り申し出づべき事。
但し別紙品書きの内たりとも市中より相調え相済むべき品も有之候得ば、指し除き申すべき事。

Regarding rural shops, investigations have been ordered repeatedly since previous years, and particularly in Kyōwa 2 (1802) strict investigations were conducted. However, in recent years things have become lax, and it has been determined that there are those who engage in direct purchasing from the Kamigata region. Moreover, merchants from the cities have also entered to engage in selling and buying, handling items other than those previously permitted, which has become the foundation for farmer arrogance and is a problematic matter.
Therefore, henceforth strict investigations shall be conducted, and not only direct purchasers but also city merchants engaging in selling and buying shall be prohibited. Although trade using city procurement is permitted for items listed in the separate document circulated during the Hōreki years, [we must confirm] whether this causes no hindrance to daily necessities.
If there are other necessary items beyond those mentioned above, these should also be discussed and proposals submitted.
However, even among items listed in the separate document, if there are goods that can be adequately procured from the cities, these should be excluded.
