質素倹約御制服之義先年ゟ度々被御書相達候
當分ハ御趣意相守候姿ニ相見候得共いつとなく相弛ミ
分而近年ハ別而驕者花美ニ相流候様相見へ前々
相觸候御趣意相背候者有之哉ニ相聞不心得不埒之事ニ候条
以後屹と取改御制服相守櫛笄其余履物ニ至迄
高價之品相用申間敷候右之趣重々念入可申付候義又
此上兎角心得違相達候御趣意不相守者有之候ニ
おいてハ召捕無手當咎メ可申付候且亦余中往来
仕候義ハ相互イ道譲合可申処聊斟酌無之中ニハ
諸士へ對シ無禮法外之仕成仕候者も有之哉ニ相聞別而
不埒之事ニ候間以後右躰之義無之様可仕候右件々
違犯之者有之候得ハ其處役人共も越度可申付候条
重々無油断取究可申此段相觸候様町御奉行
御郡代へ被申聞義可有了簡旨御目付中申達事
嘉永六丑年九月十九日諸郡立合組頭庄屋へ御月番
名西勝浦御郡代谷邦之進様御傍へ被召御直ニ御渡

現代語訳
質素倹約・御制服の件について、先年より度々書面をもって伝達されているが、当分は御趣意を守っている様子に見受けられるものの、いつとなく緩んでしまい、特に近年は特に驕り高ぶった者が華美に流れているように見受けられ、従来触れ出された御趣意に背く者があるように聞こえ、心得違いで不届きなことである。したがって今後はきっぱりと改め、御制服を守り、櫛・笄その他履物に至るまで高価な品を用いてはならない。右の趣旨を重々念入りに申し付けるべきである。またこの上とかく心得違いをし、伝達された御趣意を守らない者があるにおいては、召し捕らえて容赦なく咎めを申し付けるであろう。かつまた余の者が往来する際は、相互に道を譲り合うべきところ、少しも斟酌することなく、諸士に対して無礼で法外な振る舞いをする者もあるように聞こえ、特に不届きなことであるから、今後右のようなことがないようにすべきである。右の件々に違反する者があれば、その所の役人どもも越度として咎めを申し付けるので、重々油断なく取り調べるべきである。この段を触れ出すよう町御奉行・御郡代へ申し聞かせる義、了簡あるべき旨、御目付中より申し達すこと

Regarding the matter of frugality, economy, and official dress regulations, although written notifications have been transmitted repeatedly since previous years, and for the time being people appear to be observing the official intentions, they have gradually become lax, and particularly in recent years, it seems that especially arrogant people have been following extravagant trends. It is heard that there are those who go against the official intentions previously announced, which is a matter of poor understanding and misconduct. Therefore, henceforth, make firm reforms, observe the official dress regulations, and do not use expensive items from combs and hairpins to footwear. The above principles should be carefully enforced with thorough attention. Moreover, if there are still those who misunderstand and do not observe the transmitted official intentions, they shall be arrested and punished without leniency. Furthermore, when others travel on the roads, they should mutually yield the way to each other, but it is heard that some show no consideration at all and behave rudely and outrageously toward various samurai, which is particularly misconduct. Henceforth, such behavior should not occur. If there are violators of the above matters, the local officials will also be held responsible for negligence, so they should investigate thoroughly without negligence. This matter should be announced through the town magistrates and district governors, as communicated by the inspectors.
