尤水潤澤ニ有之候村方作徳米ハ相應之趣ニ
候得共當年柄何れも減尺飯料相貯候
氣配旁賣米不自由之旨ヲ以追々相場引上候ニ付
買米ヲ以御年貢上納仕候畠作村之儀ハ地盤
同疼難渋仕候上買米外御年貢上納向行
噤候懸ニ相見候ニ付淡州表村々ゟ爰元給人
手元へ相納候年貢米且彼地給人ゟ爰許江
相廻候賣米等調宜敷米之義ハ畠作之村々
相調御年貢幷給人歩一等ニ上納仕候義此度
限り御免ニ相成候得ハ買米崎手廣上納向
速取之便ニ相成可申尤上納引當ニ淡州米
相調候得ハ村役人共ゟ石数買米等相記
申出させ右村名石数等新御蔵北御蔵へ時々
相達し候様仕候得ハ御究も宜敷候ニ付此度
限申出之通被仰付度尤新御蔵北御蔵へ

現代語訳
もっとも水の潤いが十分にある村方の作物による収入米は相応の状況で
ありますが、当年のような年柄ではいずれも減量した食事で食料を貯蔵している
様子であり、売米が不自由であることを理由として次々と相場が引き上がっているため、
買米によって御年貢を上納している畠作村の件は、地盤が
同様に痛んで困窮している上に、買米以外に御年貢上納の方法が
行き詰まっている状況に見受けられます。そこで淡路国表の村々からここ元の給人の
手元へ納入している年貢米、ならびにあちらの給人からこちらへ
回送している売米等で、調達しやすい米については、畠作の村々が
調達して御年貢および給人への歩一等に上納することを、今度
限りで御免許になれば、買米の先を広げて上納の
迅速な取り扱いの便宜となるでしょう。もっとも上納の引き当てに淡路国の米を
調達すれば、村役人らから石数・買米等を記載して
申し出させ、右の村名・石数等を新御蔵・北御蔵へ随時
伝達するようにすれば、御決裁も適切になるため、今度
限りで申し出の通りお仰せ付けいただきたく、もっとも新御蔵・北御蔵へ
下知をいただきたい旨等を、御郡代の面々が申し出た書付

Although the income rice from crops in village areas with sufficient water irrigation is
in reasonable condition, given the nature of this year, everyone is storing food on reduced rations,
and as rice sales have become difficult, market prices are rising one after another. Therefore,
regarding dry field farming villages that submit their annual tax through purchased rice, since the land base
is similarly damaged and in distress, and methods for annual tax submission other than purchased rice have
reached an impasse, we propose that for annual tax rice that villages in Awaji Province submit to
the stipend recipients here, as well as rice for sale that those stipend recipients send here,
regarding rice that is easy to procure, if dry field farming villages could
procure it to submit for annual taxes and stipend recipient fees as a one-time
exemption, this would broaden the sources for rice purchases and provide
convenient means for swift tax submission. Moreover, if Awaji rice is
procured as collateral for tax submission, having village officials record and
report the amount in koku, purchased rice amounts, etc., and regularly
communicating those village names, amounts, etc. to the New Granary and North Granary
would make official approval appropriate. Therefore, we request that this be ordered as requested for this one time only, and request that
orders be given to the New Granary and North Granary - this is a written proposal
submitted by the district magistrates
