自然壱牧逼迫ニ相及市郷迚も追年不融通之処ゟ弥
令困窮候様相聞候所此度大地震高潮ニ而居宅を始
破損ニ及剩流家潰家ニ相成候面々も廣大之上所々
出火等も有之既ニ内町小松嶋等ハ不残焼失とも可申程之
義ニ而古今未曾有之次第ニ付而ハ弥不融通之懸り御家中
始壱牧難渋弥増可申ニ付格別之御評儀ヲ以左之通諸
拝借銀勧農趣共都而當冬壱季上納御馳被仰付候事ニ候
且又何れも借財方ニおいてハ相嵩候場合ニ付何と欤
相應之道相付不申而ハ取續難相調候様相見候銀主共迚も
此砌難渋ハ可仕候得共借主程之慶も無之引合ニ候得者
處務書入借財幷内借共當冬季之義者六ケ月右同断
元利半数指入可申候尤當季相馳候元利之義者夫々借財
年限明銀主共へ指入候様可仕候随而右様被仰付候義ハ壱牧
難渋助ケ合候厚御趣意ニ候得ハ聊麁略ニ相心得不申

御家中の面々は、近年諸物価高が続いている上に、昨年の凶作により、自然と一同が困窮に陥り、市街や郷村でも年々資金繰りが悪化し、ますます困窮している様子と聞いております。この度の大地震と高潮により、住宅をはじめとして破損に及び、さらには流失家屋や倒壊家屋となった人々も広範囲にわたり、所々で出火等もあり、既に内町・小松島等は残らず焼失したと申せるほどの状況で、古今未曾有の次第につきましては、ますます資金繰りが悪化し、御家中をはじめ一同の困窮がますます増すことになるため、格別のご評議をもって左の通り、諸拝借銀・勧農の趣旨ともに、すべて当冬一期の上納をお延期になるよう仰せ付けられた件でございます。
また、いずれも借財についてはかさんでいる状況につき、何とか相応の方法がつかなければ継続していくことが困難と見受けられ、銀主らも今回は困窮することになりますが、借主ほどの被害もないことを考慮すれば、処務・書入借財並びに内借ともに、当冬期については六ヶ月間、同様に元利半額を納入することとします。もっとも当期に延期された元利については、それぞれ借財年限明けに銀主らへ納入するようにいたします。このように仰せ付けられた趣旨は、一同の困窮を助け合うという厚いご配慮でございますので、いささかも粗略に心得ることなく、よく理解し、少しも不都合なことがないよう正しい道に基づいて継続していくようお聞かせください。右の趣旨について、御家中並びに大里住・池田住・三名・牟岐

With this recent great earthquake and tsunami, damage has extended to residences and beyond, and furthermore, those whose houses were swept away or collapsed are widespread. There have been fires breaking out in various places, and areas such as Uchimachi and Komatsushima have been burned to the point where one could say nothing remains. Given that this is an unprecedented situation in all of history, cash flow will become even worse, and the financial difficulties of the domain retainers and everyone else will only increase.
