このような中、通行手形を持たない胡乱な者やその他の無頼者等が米銭を乞い求めて所々を徘徊しており、これは特に不都合な状況で、そのままにしておくことはできません。もっとも先年より度々触れ渡している上に、嘉永四亥年（1851年）から昨年寅二月（1854年2月）まで下記条項の通り再三取り調べを申し付けてありますが、何分にも末端では胡乱者が徘徊している様子です。この度の地震は諸国共通の災害ですが、我が国内の件も前述の通りの状況につき、無宿の胡乱者が多数徘徊するようでは、困窮している民の難渋の原因ともなりかねません。よって他国からの通行手形を持たない胡乱者について、なお一層取り調べを申し付けますので、下記条項に基づき村浦において入念に取り調べを行うこと。もっとも追い立ての件については、市中から始めて御山下村浦へ押し及ぼし、それぞれ順次遠在地へ押し及ぼすこと。日割りは下記の通り心得ること。
