一昨年之地震津浪ニ付土州表之義四国辺路往来筋潰家
又ハ流家多宿等指支ニ付土州表へ指入不申趣御国内之
義も海部郡之義ハ津浪ニ而地荒亡處等有之止宿難相調
場所も有之右郡へ入込候而ハ難渋可仕別而袖乞辺路之義ハ
施受之義も相調不申土州ハ右懸り旁打戻候様相成
難渋指見候ニ付御境目御番處ニおゐて親切ニ申聞置
可申事
但本文旨趣郡々札處寺院へ与頭庄屋ゟ早々
為相含納経受ニ罷越候者へ申聞候様可仕事
一御国人別之者四国辺路罷出度村役人手許へ切手願ニ
罷出候得共前段懸り申聞候事
右之通取計方申渡候尚其品ニ當り候義ハ亥年ケ條

現代語訳
一、一昨年の地震・津波により、土佐国方面は四国遍路の往来筋で倒壊家屋や流失家屋が多く、宿泊等に支障があるため、土佐国方面へは入らせない旨。我が国内においても、海部郡は津波により土地が荒廃し失われた所等があり、宿泊の手配が困難な場所もある。右の郡へ入り込んでは困窮することになる。特に托鉢の遍路については、施しを受けることも調わない。土佐国はこのような事情により皆引き返すようになり、困窮している様子が見受けられるので、御境目の御番所において親切に申し聞かせておくこと。
ただし、本文の趣旨を各郡の札所寺院へ、与頭・庄屋から早々に含み置くため、納経に参る者へ申し聞かせるようにすること。
一、我が国の人別帳に記載された者が四国遍路に出たいと村役人の所へ切手願いに参ったとしても、前段の事情により申し聞かせること。
右の通り取り計らい方を申し渡す。なお、その件に当たる事項については、亥年の箇条書きの通り心得ること。

1. Due to the earthquake and tsunami of the year before last, the Tosa domain area has many collapsed and washed-away houses along the Shikoku pilgrimage routes, causing difficulties with lodging, so people shall not be allowed to enter the Tosa domain area. Within our own domain as well, Kaifu County has land that was devastated and lost due to the tsunami, and there are places where lodging arrangements are difficult. If they enter that county, they will face hardship. Particularly for begging pilgrims, they cannot arrange to receive alms. Since Tosa domain has such circumstances, everyone is being turned back, and as their distress is evident, this should be kindly explained at the domain border guard stations.
However, in order to quickly inform the temple stamp offices in each county about the intent of this main text, the village headmen and chiefs should have this explained to those who come for sutra copying.
1. Even if those listed in our domain's population registers come to village officials requesting travel permits to go on the Shikoku pilgrimage, they should be informed of the circumstances mentioned in the previous section.
The above arrangements are hereby ordered. Furthermore, matters pertaining to such cases should be handled according to the regulations from the year of the Boar.
