與頭庄屋へ申渡端書
他国無切手幷胡乱者取究向之義先日ケ條書を以觸渡有之
事ニ候依而ハ右取行方之義左書之次第をも相心得候様村役人
郷目付共へも可申聞置旨其方共ゟ組々申継無手抜可遂
了簡候
一世間者と相唱候無切手他国者一夜之宿貸申間敷重々取調
不残御境目ニおゐて追拂可申付候事
一御国人別流民之外乞食野宿幷稼辺路と唱候者之義
村々番非人共手下之様ニ取扱目廣ニ居住為致候義も
有之様相聞不埒之事ニ候此度之取究ニ付而ハ向後右様
見免置候義相顕候ニおゐてハ其處之非人屹と咎申付候条
村役人郷目付共ゟ番非人共へ心得方申渡受書取置候様
可仕事
但御国人別流民ニ而袖乞野宿せしめ居候者之義ハ是迄
之通右類之無切手胡乱者相籠居候得者取調追立可申事
一藍園始其餘村々之内ニ奉公日雇稼仕居候他国者之義

与頭・庄屋への申し渡し覚書
他国の無切手者並びに胡乱な者の取り調べ方について、先日箇条書きをもって触れ渡しがあった件について、右の取り扱い方について左記の次第をも心得るよう、村役人・郷目付共へも申し聞かせ置く旨、その方共から各組に申し継ぎ、手抜かりなく了簡を遂げるべきこと。
一、世間者と称する無切手の他国者には一夜の宿も貸してはならない。重々取り調べて残らず御境目において追い払い申し付けること。
一、我が国の人別帳に記載された流民以外の乞食・野宿並びに稼ぎ遍路と称する者について、村々の番非人共の手下のように取り扱い、目を広くして居住させている事もあるように聞こえる。これは不埒なことである。この度の取り調べについては、今後右様に見逃し置くことが明らかになった場合には、その処の非人をきっと咎め申し付ける条、村役人・郷目付共から番非人共へ心得方を申し渡し、受書を取り置くこと。
ただし、我が国の人別帳に記載された流民で托鉢・野宿をしている者については、これまでの通り、右の類の無切手胡乱者が紛れ込んでいれば取り調べて追い立てること。

Memorandum to Village Headmen and Chiefs
Regarding the investigation of people from other domains without travel permits and suspicious persons, there was a circular issued the other day in the form of regulations. Concerning the handling of such matters, village officials and district inspectors should also be informed to understand the following procedures, and you should relay this to each group without oversight and ensure thorough implementation.
1. No lodging, not even for one night, shall be provided to people from other domains without travel permits who call themselves "commoners." They shall be thoroughly investigated and all shall be expelled at the domain borders.
2. Regarding beggars and vagrants (other than registered refugees from our domain) as well as those calling themselves "working pilgrims," it is heard that some villages treat them as if they were under the control of the outcast guards, allowing them to reside with lenient oversight. This is improper conduct. Regarding this investigation, if it becomes clear that such overlooking continues in the future, the outcasts in that place shall certainly be reprimanded. Therefore, village officials and district inspectors shall convey these instructions to the outcast guards and obtain written acknowledgments.
However, regarding registered refugees from our domain who engage in begging and sleep outdoors, as has been the practice, if suspicious persons without travel permits are found mixed among them, they shall be investigated and expelled.
