質素倹約御制服之義尓【于ヵ】度々觸達
御取究被仰付而も近年之模様他国江
出銀不少懸ニ相見右之懸ニ而者追々御国力
之衰と相成候義も難計左候而ハ迷惑難
渋いたし候之外無之然處諸物之類上
方ゟ仕入候金高相算候而者大数之趣ニ
相聞候ニ付不都合之賣買不仕様取究
候ニおゐて者一廉出金之減ニ相成第一
不弁之者共御制服相用候様之處ニ不相
至自然質素倹約程々ニ被相行可申
御趣意ニ付市中幷冨岡四軒屋町
とも不都合之賣買不仕様御取究被
仰付候事ニ候条右様相心得不洩様
夫々へ申渡厚取究受書取揃可指出候以上

六十六
質素倹約と制服の件について度々触れ達しをお取り決めになられても、近年の様子では他国への出費が少なくないと見受けられ、このような支出では追々国力の衰退となることも計り知れません。そうなれば迷惑で困窮する以外にありません。ところで諸物品類を上方から仕入れる金額を計算してみれば大変な金額になると聞いております。つきましては不都合な売買をしないよう取り決めることによって、一通り出費の削減となり、第一に不相応な者どもが制服を用いるような状況にならないよう、自然と質素倹約がほどほどに行われるべきという趣意により、市中並びに富岡四軒屋町とも不都合な売買をしないよう取り決めをお申し付けになる件でありますので、このように心得て漏れのないよう、それぞれに申し渡し、厚く取り決めて受書を取り揃えて提出すべきであります。以上

Although repeated notifications and determinations have been issued regarding frugality, economy, and dress regulations, in recent years it appears that considerable expenditure to other provinces is not insignificant, and with such expenses, it is incalculable that the gradual decline of national strength may result. Should this occur, there would be nothing but trouble and hardship. However, when calculating the amount of money spent on procuring various goods from the Kamigata region, it is reported to be a considerable sum. Therefore, by establishing regulations to prevent inappropriate buying and selling, this would result in a general reduction of expenditure, and first and foremost, prevent those of inappropriate status from using official dress. The intent is that frugality and economy should naturally be practiced in moderation. Accordingly, both the city districts and Tomioka Shikenya-machi are ordered to establish regulations against inappropriate buying and selling. Therefore, understanding this directive, ensure there are no omissions, communicate this to each respective party, establish thorough regulations, and submit the collected written acknowledgments.
