一極困窮ニ而出府も難相調者之儀者出入之
寛急相計先指急不申分ハ出府手懸之分
壱ト捌仕候上組頭自宅ニおゐて相手懸可申
尤難捨置候分ハ與頭共相詰出府とハ乍申
御用之都合ニ寄折ニハ帰宅も可仕候ニ付其砌
繰合セ於自宅相手懸可申哉
但地合相工ミ毎事出入申立候様之者共之義ハ
是非共市中御役所近ニおゐて
相手懸不申候半てハ難相片付候方と奉存候
右等之者共へ諸費向之儀ハ其身才覚
相調不申候得ハ親類又ハ村中ゟ相償
候様被仰付候而ハ如何可有御座哉
一預米出入を始其餘出入之趣ニ寄御家来【一字ミセ消ち】中
御家来幷ニ御支配違之者共へ専御呼出成候
現代語訳
一、極困窮で出府も調え難い者の件については、出入りの緩急を計り、まず差し急がない分については、出府手続きの分を一通り捌いた上で、組頭の自宅において相手方と交渉すべきである。もっとも捨て置き難い分については、与頭とも相談して出府するとはいうものの、御用の都合により折には帰宅もすることになるため、その際は繰り合わせて自宅において相手方と交渉すべきであろうか。
ただし、地合いを工夫して何事につけても出入りを申し立てるような者共の件については、是非とも市中の御役所近くにおいて相手方と交渉しなければ片付かない方と存じます。右等の者共への諸費用の件については、その身で才覚を調えることができなければ、親類又は村中から償うよう仰せ付けられてはいかがでございましょうか。
一、預米出入をはじめその他の出入りの趣旨により、御家来中、御家来並びに御支配違いの者共へ専ら御呼び出しになる

1. Regarding those in extreme poverty who cannot arrange to travel to the capital, the urgency of their disputes should be assessed. For matters that are not immediately pressing, after processing the procedures for traveling to the capital, negotiations with the opposing party should be conducted at the group head's residence. However, for matters that cannot be left unattended, consultation should be made with the village head before traveling to the capital. Since there may be occasions when one must return home depending on official duties, arrangements should be made to conduct negotiations at one's residence during such times.
Note: Regarding those who scheme and constantly file disputes over every matter, it is believed that negotiations must absolutely be conducted near the government office in the city center, as such cases cannot be resolved otherwise. For the various expenses of such people, if they cannot arrange financing themselves, how would it be if relatives or the village community were ordered to compensate?
