六十九    覺 御勝手方之義従来御不如意ニ有之彼是御繰合を以 兎も角御取續ニ相成候處去ル辰年 禁裏御所方御普請御手傳被蒙 仰且先達而御両国而已ならす江戸表とも地震風損 ニ付御失費廣大之御事ニ被為在其時々無御據 於両都ニ御借銀被 仰付指向候御用途御指配ハ 相調候姿ニ候得とも御指支ニ相成御繰合方彼是 御評義被 仰付候折柄昨春八丁堀御屋敷御類燒 ニ付ても是又御失却不少右様御入目筋御打重りニ 相成候御義ニ而最早御日用御仕送り方へも御指支と 相成市郷調達金等被 仰付候義ニ者候得共何分 御跡後ニ相成候御勝手方之義故犇と御行噤御 仕送之道難相立尚又打返シ御評義被仰付尤 容易ニ歩懸等之義ハ難被仰付如何様とも御都合 可仕旨厚被 仰出候御事ニ候得共是迄種々御繰合 をも尽候上之義外ニ御取凌之道無之ニ付先達

六十九    覚 御勝手方(財政)の件について、従来から財政が困窮しており、あれこれと資金繰りをして何とか運営を続けてきたところ、去る辰年(安政五年、1858年)に禁裏御所方の普請のお手伝いを仰せつかり、また先般は両国(京都・江戸)のみならず江戸においても地震・風害による損失のため、多大な出費となりました。その都度やむを得ず両都において御借銀を仰せ付けられ、当面の御用途の資金調達はできた様子ではありますが、資金繰りが困難となり、様々な対策についてご評議を仰せ付けられていた折、昨春八丁堀の御屋敷が類焼したことでも、これまた少なからぬ損失となり、このような出費が重なることになった件で、もはや日常の資金繰りや仕送り方面にも支障をきたし、市郷調達金等を仰せ付けられることになりましたが、何分にも財政が後手に回っている状況のため、急遽資金調達や仕送りの方策を立てることが困難となり、さらに重ねてご評議を仰せ付けられました。もっとも、容易に歩掛(税率)等を仰せ付けることは困難であり、何とか都合をつけるようにと厚くお達しがありましたが、これまで種々の資金繰りも尽くした上のことで、他に乗り切る方法がないため、先達て

Sixty-nine    Memorandum Regarding the financial affairs (okatte-kata): The finances have been in difficulty for some time, and we have managed to continue operations through various financial arrangements. However, in the recent Year of the Dragon (Ansei 5, 1858), we were ordered to assist with the construction work at the Imperial Palace. Furthermore, recently there were extensive expenses due to earthquake and wind damage not only in both capitals (Kyoto and Edo) but particularly in Edo. At those times, we were unavoidably ordered to arrange borrowed silver in both capitals, and while we managed to arrange the immediate funding for necessary expenses, financial arrangements became difficult and we were ordered to deliberate on various measures. At that time, last spring the Hatchōbori residence was also damaged by fire, resulting in no small loss. With such expenses accumulating, financial difficulties now extend even to daily expenses and remittance operations.
