歩懸被召上いまた年数経候義ニも無之候得共極々
御行詰之御場合餘ニ御出處も無之再三御評義之懸達
御聴無御據三歩半懸被 仰付旨被 仰出候御事ニ
候条右之趣御家中之面々奉承知御年限中尚更
質素倹約相守御奉公取續候様可有之候随而
被 召上方ハ當秋ゟ来ル戌夏迄丸三ヶ年當り之處
務ニ而三歩半被 召上尤無足之義者去ル午年之引合
ヲ以米六拾目麦三拾目建ニ被 仰付将又御年限中
歩一高格懸り不時拝借返上之義ハ御用捨被 仰付
諸士御役銀勧農井関割符米之義ハ割合を以
被 召上候此段各ゟ御家中之面々大里住池田三名士江
夫々被蒙 通達且支配之者共へも相達候様可被
申聞候京大坂之義ハ彼地住之面々其外御扶持方
御合力等被下候者共へも可申聞旨右御留主居へ可被
相達候且知行等被下候寺社幷町御奉行御郡代江者
寺社領町人御扶持方在々小高取切田取地高
被下候者其外末々御宛行之内も同断被 召上
現代語訳
歩懸を召し上げてから、まだ年数も経っていないことですが、極々困窮した場合で他に出処もなく、再三の評議の結果、やむを得ず三歩半懸を仰せ付ける旨がお達しになりました。
この趣旨について、御家中の面々は承知し、御年限中はなお一層質素倹約を守り、御奉公を続けるようにしなければなりません。ついては、召し上げ方は当秋から来る戌年の夏まで丸三ヶ年の間、務めとして三歩半を召し上げます。もっとも、無足の者については、去る午年の引き合いをもって米六十目・麦三十目建てに仰せ付けられます。また御年限中は、歩一高格懸りの不時拝借返上については御用捨を仰せ付けられ、諸士の御役銀・勧農・井関割符米については、割合をもって召し上げられます。
この件について、各々から御家中の面々、大里住・池田・三名士へそれぞれ通達を蒙り、また支配の者どもへも相達するように申し聞かせるべきです。京大坂については、彼の地に住む面々その外、御扶持方・御合力等を下される者どもへも申し聞かせる旨、右の御留主居へ相達すべきです。また知行等を下される寺社並びに町御奉行・御郡代については、寺社領・町人御扶持方・在々小高取・切田取・地高を下される者その外、末々の御宛行の内も同断として召し上げられます。

Although it has not been many years since the tax levy (bu-gake) was last collected, given the extremely dire financial circumstances with no other recourse available, after repeated deliberations, it has unavoidably been declared that a three-and-a-half bu levy shall be imposed.
Regarding this matter, all members of the retainer band (go-kachū) shall take note and, during the designated period, shall observe even greater frugality and economy while continuing their loyal service. Accordingly, the collection method shall be a mandatory three-and-a-half bu levy for a full three years from this autumn until the summer of the coming Year of the Dog. However, for those without stipends (mu-ashi), it shall be imposed at the rate of sixty me of rice and thirty me of barley, based on the precedent from the recent Year of the Horse. Furthermore, during the designated period, the repayment of extraordinary loans at the one bu high-rank levy rate shall be suspended, and the retainers' service silver, agricultural promotion funds, and well-related allocated rice shall be collected proportionally.
Regarding this matter, each shall receive notification to pass on to all members of the retainer band, as well as to the residents of Ōsato, Ikeda, and the three notable families respectively, and it should be communicated to their subordinates as well. For Kyoto and Osaka, this should be communicated to the residents there and others who receive stipends and assistance, and this should be relayed to the respective deputy governors (go-rusu-i). Moreover, for temples and shrines that receive land grants, as well as town magistrates and district governors, those who receive temple lands, townspeople's stipends, rural small-scale holdings, newly cultivated lands, and land grants, as well as all others with minor allocations, shall likewise have their grants reduced.
