申上覺
當年米指帋共相場高直ニ立登兼而御取究候通
御定日皆済上納仕候様相運候而者此上相場引上ケ迷惑
可仕義も可有之御趣ヲ以歩懸之内来三月迄御指延被
仰付候得者自然相場相寛候方厚御評義ヲ以御趣意
被仰渡右取行方諸郡之模様申談存寄申上候様被仰付
難有奉畏頃日巳来委曲申上候得共諸郡一同ニも難被
相行郡切模様申上候様尚又被仰付其段奉畏私共打返
申談候處當郡之義ハ多分田作村之事故御年貢
歩懸り共最早上納米姓合取調追々相運皆済成候村方も
有之相残り候村々之義右御趣意通歩懸り之内御指延
被仰付候時者難有御義ニハ御座候得共孰も氣寛ニ相成
正月と申物入月も有之旁壱時之驕ニも相成畢竟
来春ニ至り上納取都メ指支候様之向も可有之哉と奉存候
年内取頻り成丈ケ上納為相運候義と相心得候得共又取頻り
取都候而者當年柄御給人様御未進多出来成り

申し上げ覚書
今年は米の指紙(証文)とも相場が高値に立ち上がり、兼ねてご決定いただいた通り、ご定日に皆済上納いたすよう運営いたしましたところ、この上相場が引き上がって迷惑をおかけすることもあり得るとのご趣旨により、歩懸(延納分)のうち来る三月まで御指延(期限延長)を仰せ付けられましたなら、自然と相場も緩やかになる方向で、厚いご評議によりご趣意を仰せ渡され、右の取り行い方について諸郡の模様を申し談じ、所存を申し上げるよう仰せ付けられ、有り難く畏れ多く存じます。
先頃より委細申し上げましたが、諸郡一同には難しく実行されがたく、郡ごとの模様を申し上げるよう、なお又仰せ付けられ、その段畏れ多く存じます。私どもが打ち返し申し談じましたところ、当郡の義は、多分が田作村のことゆえ、御年貢・歩懸りとも最早上納米の性合いを取り調べ、追々運営し皆済が成った村方もございます。
残りの村々の義について、右のご趣意通り歩懸りのうち御指延を仰せ付けられる時は、有り難いご義ではございますが、いずれも気が緩やかになり、正月という物入りの月もあり、かたがた一時の驕りにもなり、畢竟来春に至って上納取りまとめに差し支えるような向きもあるのではないかと存じます。
年内に取り急ぎ、できるだけ上納のため運営する義と心得ておりますが、また取り急ぎ取りまとめいたしましては、当年柄でご給人様のご未進が多く出来上がり

Memorandum Submitted
This year, both rice and certificates have risen to high market prices. Following your previous determinations, we have been operating to ensure complete payment by the designated date. However, considering that further price increases might cause additional hardship, if you would grant an extension until next March for the portion of deferred payments (buekake), the market prices would naturally moderate. Through thorough deliberation, your intentions have been conveyed, and we have been ordered to discuss the implementation methods and report on the conditions in various districts, for which we are most grateful and humble.
We have reported in detail since recently, but as implementation across all districts uniformly is difficult, we have been further ordered to report on conditions district by district, which we humbly acknowledge. When we reconsidered and discussed among ourselves, regarding our district, since most are rice-farming villages, both regular annual tribute and deferred payments have already been investigated for their rice payment arrangements, and some villages have gradually operated and completed their full payments.
Regarding the remaining villages, when extensions are granted for deferred payments according to your intentions, while this would be a gracious measure, everyone would become relaxed, and with the New Year being an expensive month, this might lead to temporary extravagance and ultimately result in difficulties in collecting and organizing payments come spring.
We understand that we should operate to arrange payments as quickly as possible within the year, but if we rush to collect and organize everything, given this year's circumstances, many stipend recipients might fall into arrears.
