○【朱書き】参

一、市街・農村を問わず、飯の材料に米を用いる者は、一日三度のうち、来る五月まで一度は粥にするよう申し付けること

一、右同様に麦を用いる者は、粥にすることが困難であるため、一日三度のうち、来る五月まで一度は雑炊にするよう申し付けること

一、農村部において米麦以外の雑穀・芋類等を飯の材料に用いる者についても、右に準じて可能な限り倹約するよう申し付けること

一、農村部の酒造りについては三歩一減石するよう触れがあったところ、米価が高値であるため、春造りに残っている分についてはもはや造り込みを停止するよう申し付けること

First, for those in both urban and rural areas who use rice for meals, they shall be ordered to make one of their three daily meals into rice porridge until next May.

First, similarly, for those who use barley, since it is difficult to make into porridge, they shall be ordered to make one of their three daily meals into mixed porridge (zōsui) until next May.

First, regarding those in rural areas who use grains and tubers other than rice and barley for meals, they shall also be ordered to practice economy as much as possible in accordance with the above.

First, regarding sake brewing in rural areas, while there was a directive to reduce production by one-third, due to the high price of rice, any remaining spring brewing shall be ordered to cease production immediately.
