御取立人へ申聞候大意
此度被仰付候三歩半御歩懸上納向之儀御年貢
同断上納被仰付筈ニ候得共厚御評儀を以此節
より来三月迄御指馳被仰付候御趣意之儀者右
御歩懸取頻り御取立ニ相成候而者御給知御年
貢御取都ニも相響御給人様方被為御迫御場合も
有之御給知ゟも同断稠敷御取都成候而者百姓共
手元行噤迷惑ニ相及候段被為思召上厚御評儀
を以御歩懸之儀来三月迄ニ皆済被仰付候得ハ百姓
共手元も相寛可申於然ニ者右寛を以自然御給知
御年貢も程々ニ上納相運下地未進等ニ相成候村方も
皆納相調可申御見込を以被仰出候御趣被仰渡於然ニハ
此度無御様被召上候御歩懸上納相後レ候而ハ御不都
合之御場合も被為在候事故右彼是厚奉恐察米

この度仰せ付けられ候三歩半御歩懸上納向きの儀、御年貢同断上納を仰せ付けらるべき筈に候えども、厚き御評議をもってこの節より来る三月まで御指延を仰せ付けられ候御趣意の儀は、右御歩懸取り頻りに御取立てに相成り候ては、御給知・御年貢御取立てにも相響き、御給人様方におかせられても御迫りの御場合もこれあり、御給知よりも同断に頻しき御取立てと成り候ては、百姓共の手元行き詰まり迷惑に相及び候段を思し召し上げ、厚き御評議をもって御歩懸の儀、来る三月までに皆済を仰せ付けられ候えば、百姓共の手元も相寛ぎ申すべく、然らば右寛ぎをもって自然御給知・御年貢も程々に上納相運び、下地未進等に相成り候村方も皆納相調え申すべしとの御見込みをもって仰せ出され候御趣旨を仰せ渡され、然らばこの度無御様に召し上げられ候御歩懸上納相後れ候ては御不都合の御場合も為在り候事故、右彼是厚く恐察し奉り

Regarding the matter of the 3.5 bu deferred payment collection that has been ordered this time, although it should have been collected in the same manner as the regular annual tax, through careful deliberation it has been graciously extended from this time until next March. The intention behind this decision is as follows: if the collection of these deferred payments becomes too urgent, it would affect the collection of stipends and annual taxes, and even the stipend recipients might face pressing circumstances. If the collections from stipends also become too frequent, the peasants' finances would become strained and they would suffer hardship. Considering this situation, through careful deliberation, if the deferred payments are ordered to be fully settled by next March, the peasants' financial situation should become more relaxed. With this relief, the stipend payments and annual taxes should naturally proceed at a reasonable pace, and even villages that have fallen into arrears with their land taxes should be able to arrange full payment.
