I am writing to inform you of the following. As the official directive paper has been distributed as written below, I am copying and conveying this to you. Please take note of this matter. That is all.
November 20th
This autumn, the miscellaneous grains in the dry-field farming villages had reasonable harvests, but the primary indigo crop failed, resulting in poor profits. As for the rice-growing villages, while both northern and southern areas claim bountiful harvests, due to frequent rainfall, the actual yield was unexpectedly low. Moreover, due to crop failures in various provinces, rice prices in the Kamigata region and neighboring provinces have risen extremely high, and the market prices at this time have become inflated. Under such circumstances, the dry-field farming villages that pay their annual rice tax through purchased rice will find it difficult to make their tax payments on top of their already strained financial foundations.
Therefore, regarding the tax rice that villages in Awaji Province deliver to the stipend holders (kyūnin) here at headquarters, as well as the commercial rice that those regional stipend holders send here - if the villages could be permitted to procure good-quality rice from these sources for paying their annual taxes and stipend holder fees, this would provide a broader and more expedient means of tax payment than purchasing rice elsewhere. Naturally, when rice is delivered as tax payment collateral, village officials should report the amount in koku, purchasing sources, etc., and regularly notify the New Granary and North Granary of the village names, amounts, and such details. This would work very well, so we request this arrangement be approved for this occasion only. In that case, notifications should also be sent to the New Granary, North Granary, and those regional locations as well. Should there be any misguided individuals who export rice or grain, this would be particularly problematic, so the various deputy administrators (gun-daikan) have reported that such conditions should be thoroughly established in advance.
How much should be specified for the commercial rice sent here from stipend holders residing in Sumoto? When inquiring about current conditions, it appears that recently the Muya region has seen weakening market sentiment, while the urban market shows the opposite trend with bullish sentiment, and daily reference prices are...
