高直相成當冬之儀者歩懸被召上候ニ付歩一と違米入ニ
相成候分迄ニ而も壱万石を余り候程之大数旁自然高
相場ニ相成候儀と相見其儘ニ仕候而者上納人而已ならす
小前之者共ニ至迄難渋仕氣配ニ相懸り候筋ニ付左書
之通被仰付度左候得者此砌之氣配引外し自然
相馳可申旨委曲申出候ニ付遂披見候随而當年柄
米價格別之高直ニ有之此上相場引上候様相運候而ハ
下々難渋ニ相及可申趣ニ候得者此度限り淡州米
左書之通上納御免且取究向等夫々申出之通承届
候条此段被申聞且件之趣御蔵奉行新御蔵奉行
北御蔵奉行へも可被申聞候尤須本之儀者寺澤式部へ
申遣候条右様可被相心得旨元〆中申達事
一須本住給人之面々ゟ先達而積廻ニ相成候分取調
候処去ル丑年三千石積廻両御蔵入ニ相成候ニ付此度之
義者先弐千石此砌早々御指明被仰付度旨
一爰元給人へ積廻候淡州米之儀も新御蔵北御蔵
にも上納指支不申様被仰度旨

現代語訳
高値となり、当冬については歩懸を召し上げられるので、歩一と違米入になる分だけでも一万石を超える程の大量になり、自然と高相場になることと思われます。そのままにしておいては上納人だけでなく小前の者達に至るまで困窮する気配にかかる筋なので、左記の通りお取り計らいいただきたい。そうすればこの時期の不安な情勢を取り除き、自然と安定するでしょうとの旨を詳しく申し出たので、これを検討しました。従って当年は米価が格別の高値にあり、この上相場が上がるような運びになっては下々が困窮に及ぶ趣であれば、今回限りで淡州米を左記の通り上納をお許しし、また取り決め向き等それぞれ申し出の通り承知しました。この段をお申し聞かせし、また件の趣を御蔵奉行・新御蔵奉行・北御蔵奉行へもお申し聞かせください。もっとも須本の件については寺澤式部へ申し遣わします。このようにご承知ください旨を元締中が申し伝えること
一、須本住給人の面々から先達て積み回しになった分を取り調べたところ、去る丑年に三千石を積み回して両御蔵入りになったので、今回については先ず二千石をこの時期早々にご指定いただきたい旨
一、ここ元の給人へ積み回す淡州米についても、新御蔵・北御蔵にも上納に支障がないようにお取り計らいいただきたい旨

The prices have become high, and since the levy percentages (buogake) will be collected this winter, even just the portion that becomes different grades of rice amounts to over ten thousand koku, which naturally leads to high market prices. If left as is, not only those responsible for tax payments but even the small farmers will fall into hardship. Therefore, we request the following measures be implemented. If so, the current anxious situation would be alleviated and naturally stabilize - such detailed reports having been submitted, we have reviewed them. Given that rice prices this year are exceptionally high, and if market prices continue to rise, the common people will face severe hardship. Therefore, for this occasion only, we approve the use of Awaji rice for tax payments as written below, and we acknowledge the various arrangements as reported. Please announce this matter, and also inform the Granary Magistrate, New Granary Magistrate, and North Granary Magistrate of these details. As for the Sumoto matter, we will send word to Terazawa Shikibu. The head administrators convey that this should be understood accordingly.
1. Regarding the shipments from stipend holders residing in Sumoto that were previously arranged for transport: upon investigation, three thousand koku were shipped and entered into both granaries in the recent Year of the Ox, so for this current matter, we request that two thousand koku be designated promptly at this time.
1. Regarding the Awaji rice shipped to local stipend holders here, please ensure that tax payments to the New Granary and North Granary will not be hindered.
