可有之候得共近年彼是万事清密ニ被仰付候
義も候得ハ其儘相流候而ハ自然権門筋ニも相似寄響合
も不宜勤向ニも相懸候様可相至候間以来之儀仮令
指定り候年始暑寒之尋向たりとも人々心ヲ相用屹と
取改下役ニ至迄而堅ク右取究候様有之度事ニ候
此段諸御役人之面々へ被申聞儀可有了簡旨元〆
中申達事
市郷之者共諸御役人へ出入等仕従来之懇意ニよつて
暑寒又ハ時候見舞として贈物致来候類相聞候
別而近比無何と不都合之品等相贈候向も有之右
様成行候も畢竟不弁之者且ハ歎願等相含候
者抔ハ贈物不仕候而ハ不相済様端々相心得候者も
有之自然賄賂ニ似寄候風聞相生し別而不軽
事ニ候向後之義者仮令懇意ゟ相贈候共重々
麁末之品相贈過當之品取扱候義屹と御指留被仰付候条
精々心得違無之様可申付候右様被仰付候上複々
不都合之品相贈候得ハ屹と御取糺被仰付候間兼而

あることかもしれませんが、近年あれこれ万事清廉に仰せ付けられている義もありますので、そのまま放置していては自然と権門筋にも似通った響きとなり、勤務向きにも関わってくるようになるでしょうから、今後の儀については、たとえ指定の年始の暑中見舞いや寒中見舞いの挨拶向きであっても、人々が心を用いてきっぱりと取り改め、下役に至るまで堅くこの取り決めを守るようにしていただきたい事に候。この段、諸御役人の面々へ申し聞かせる儀を了簡すべき旨、元締中申達の事。
市中・在郷の者共が諸御役人へ出入り等をし、従来の懇意によって暑中見舞いまたは時候見舞いとして贈物をしてきた類が相聞こえ候。特に近頃は何ということなく不都合な品等を相贈る向きもあり、このような成り行きになるのも、畢竟理解不足の者、また嘆願等を含んでいる者などは、贈物をしなければ済まないように末端で心得ている者もあり、自然と賄賂に似通った風聞が生じ、特に軽くない事に候。今後の義については、たとえ懇意から相贈っても、重々粗末な品を相贈り、過当な品を取り扱う義をきっぱりと御指し留め仰せ付けられ候条、精々心得違いのないように申し付けるべく候。このように仰せ付けられた上で、重ねて不都合な品を相贈れば、きっぱりと御取り調べ仰せ付けられ候間、兼ねてより

Such developments occur ultimately because some people lack proper understanding, and those with petitions and such believe at the grassroots level that they cannot manage without giving gifts. This naturally gives rise to rumors resembling bribery, which is a particularly serious matter. Regarding future practices, even if gifts are given out of goodwill, the giving of crude items or handling of excessive gifts is strictly prohibited by order.
