頃日已来之長雨天ニ付河筋出水之模様為【一文字消去】見分御馬役
之面々南北へ被遣候砌郷分ゟ馬牽市中へ罷越店前戸
口等長縄長繋置候而往来之妨ニ相成候趣兼而往来人之
障ニ相成不申様縄短繋候様且又馬先追之義差留有之所
不心得之者も端々先追いたし候様相聞候ニ付是等之義も屹と
取究候様先達而以来度々相觸有之候所此頃ニ至り候而者
端々不心得之者も有之候様相聞甚如何之事ニ候此上不心得
之者無之様屹と取究可申候萬一此後右觸面之旨趣
相背候もの有之候ニおゐてハ當人ハ勿論村役人共迄越度
可申付候条此段其方共組村々不相洩様組切壱帋
請書来ル廿日迄ニ御郡代処へ可差出候以上

このところ連日の長雨により、河川筋の出水の様子を見分するため、御馬役の面々を南北へ派遣した際、郷村から馬を牽いて市中へやって来て、店前や戸口等に長い縄で長く繋ぎ置き、往来の妨げになっている様子である。かねてより往来人の障害にならないよう縄を短く繋ぐよう、また馬の先追いの件については差し止めがあったところ、不心得の者も時々先追いをしているよう聞いている。これらの件についても厳しく取り決めるよう、先達てより度々触れ書きを出したところであるが、この頃になっては時々不心得の者もいるよう聞いており、甚だけしからぬことである。この上は不心得の者がないよう厳しく取り決めるべきである。万一この後、右触れ書きの趣旨に背く者があった場合には、当人はもちろん村役人共まで処罰を申し付ける。よってこの段、その方共の組村々に漏れがないよう、組ごとに一通ずつ請書を来る二十日までに郡代処へ差し出すこと。以上

Due to the recent continuous heavy rains, when officials of the horse department were dispatched north and south to inspect the flooding conditions of the river areas, people from rural villages brought horses into the city and tethered them with long ropes for extended periods in front of shops and doorways, obstructing traffic. Previously, we had issued directives to use short ropes when tethering to avoid hindering passersby, and had prohibited driving horses ahead, yet we hear that some thoughtless individuals still occasionally drive horses ahead. Regarding these matters, we have repeatedly issued official notices since some time ago ordering strict compliance, but recently we hear that there are still some thoughtless individuals, which is quite unacceptable. Henceforth, strict measures must be taken to ensure there are no more thoughtless individuals. Should anyone violate the intent of these official notices in the future, not only the individuals themselves but also the village officials shall be punished. Therefore, to ensure this message reaches all villages in your groups without exception, submit written acknowledgments, one per group, to the district administrator's office by the 20th of this month.
