御勝手方御不如意ニ付無據天保度御家中始歩懸共も被
召上格段厳布御取約も被
仰付其御已来兎哉角御仕送相建居申内近年
打續恐悦事被為在其時々不少御入目有之其餘
不時御物入御差添之所地盤御勝手方御手詰之所ゟ
聊御配合難相調候ニ付兼而両都御借財方も多分ニ
相成候得共尚又先達而莫大御借入も被
仰付然共御行足りと申御場合ニ者無之極々御仮成
之御仕送ニ有之所近く者
御家督右御慶事ニ付而も一廉之御入目相止嵩候上
一昨年
公義御本丸炎上ニ付而ハ御上金被蒙仰犇と御
指支ニ相成候得共
御公務之御事ニ候得共勿論延々ニも難指置御都合

○【朱】十五　　覚え

御勝手方（財政）がご不如意（困窮）につき、やむを得ず天保度に御家中をはじめ歩懸（足軽）なども召し上げ、格段に厳しい倹約をお取り決めになり、その後とにかく何とか御仕送（藩の財政運営）を立て直してきましたが、近年続けて恐悦な事（慶事）がおありになり、その時々に少なからぬ御入目（費用）があり、その他不時の御物入（臨時の出費）が重なったところ、根本的に御勝手方が手詰まりの状況から少しも御配合（資金調達）が調わないため、かねてから両都（江戸・京都）の御借財方も多分に相なっていましたが、なお又先達ても莫大な御借入もお命じになりました。しかしながら御行き足りと申す場合ではなく、極々御仮成（一時しのぎ）の御仕送である状況のところ、近くは御家督、右御慶事につきましても一廉（相当）の御入目が相当嵩んだ上、一昨年公義（幕府）の御本丸炎上につきましては御上金を蒙り仰せ付けられ、あれこれと御指支（支障）となっていますが、御公務の御事でありますから、もちろん延々と指し置くわけにも参らず、御都合

Due to financial difficulties in the treasury department, it became unavoidable to dismiss retainers including ashigaru (foot soldiers) during the Tenpō period, and extremely strict economizing measures were ordered. Since then, we have somehow managed to rebuild the domain's financial operations, but in recent years there have been successive joyous occasions requiring considerable expenses each time, and with other unexpected expenditures accumulating, the fundamental tight financial situation of the treasury department has made it impossible to arrange any funding. Although borrowing from both capitals (Edo and Kyoto) had already increased considerably, recently massive additional borrowing was also ordered. However, this is not a situation where finances are adequate - it is merely extremely temporary financial management.
