割符米等之義ハ割合ヲ以被
召上候此段各ゟ御家中之面々池田三名士へ夫々
被遂通達且支配之者共へも相達候様可被申聞候
猶又京大坂之義ハ彼地住居之面々其外御扶持方

現代語訳
割符米などの義は割合をもって召し上げられます。この段、各々より御家中の面々、池田三名の士へそれぞれ通達を遂げられ、かつ支配の者共へも相達するよう申し聞かせるべきであります。
なお又京都・大坂の義は、彼の地住居の面々、その外御扶持方、御合力等を下される者共へも申し聞かせる旨、右の御留守居へ相達するべきであります。かつ知行等を下される寺社並びに町奉行、御郡代へも、寺社料、町人御扶持方それぞれ小高、取切田、取地高を下される者、その外末々の御宛行の内も同断で召し上げる義でありますので、漏れることのないよう、それぞれ手配があるべきであります。以上。
但し、御仕解、御拝借銀上納方、これの通りにてはいよいよ迷惑も厚くあるべきにつき、格別の評議をもって歩懸り御年限中程々に御弛みを仰せ付けられますので、拝借有りの向きは上納方を御蔵奉行の面々に承り合うよう有るべきことであります。

Allocation rice and similar provisions will be reduced proportionally. Each of you should communicate this to all members of the retainer band and the three named men of Ikeda, and should also inform those under your supervision.
Furthermore, regarding Kyoto and Osaka, this should be communicated to those residing in those places, as well as to those receiving stipend support and assistance grants, and this matter should be conveyed to the respective deputy governors (karō). Additionally, regarding temples and shrines that receive land grants, as well as town magistrates and district governors, the same reductions apply to temple stipends, townspeople's support allowances, small stipends, allocated rice fields, and land grants. This also applies to all other minor allocations, so arrangements should be made to ensure nothing is overlooked. The above.
However, regarding debt service and repayment of borrowed silver, if this continues as is, the hardship will become even greater. Therefore, through special deliberation, the burden will be somewhat eased during the designated period for salary reductions. Those who have borrowed funds should consult with the treasury magistrates regarding repayment methods.
