奉公人共不心得之端を引出候仕成ニ相及候者多有之様
相聞候右様之類ハ村浦役人共屹と取究可申右申
付不相用抜々女等を指置不筋之懸合等為仕候
義有之候得ハ屹と咎可申付候条村役人共よりも速ニ
申出候様可仕事
一質素之事
右ハ近来一牧花美ニ長相應相暮候者ハ衣服飲
食等費を不顧取遣之品ニ而も分外之義有之何ニ
付而も名聞を専といたし候模様ニ相成自然
今日之暮方費多人々夫等之事ハ相心得候而も
取締かたき風俗ニ成行中ニハ迷惑難渋仕候而も
先ハ表を飾候者多有之由重たる者共右之
懸りニ候故一牧末々之者共迄も身分相應ニ右
之處江相到稼候而も作り候而も行届かたき者も
有之義ニ相聞右様之處より諸上納諸取引
出シ事抔時々實意ニ相欠候様罷成候者多
有之右ハ畢竟物事質素ニ無之より
現代語訳
奉公人共の不心得な行いを引き出すような仕業に及ぶ者が多くあるように聞いている。右様の類は村浦役人共がきっと取り究めるべきである。右の申し付けに従わず、ひそかに女等を置いて筋違いの掛け合い等をする義があれば、きっと咎めを申し付ける条、村役人共よりも速やかに申し出るようにすること。
一、質素のこと
右は近来、一般に華美を好み、長年相応に暮らしている者は衣服飲食等の費用を顧みず、取り扱いの品においても分外の義があり、何につけても名聞を専らとする模様になり、自然と今日の暮らし方は費用が多く、人々それ等のことは心得ていても取り締まりがたい風俗になってきている。中には迷惑難渋していても、まずは外見を飾る者が多くあるとのこと。重立つ者共が右の掛かりにあるので、一般の末々の者共まで身分相応に右のところへ至ろうと、稼いでも作っても行き届きがたい者もある義に聞いている。右様のところより諸上納・諸取引・出し事なども時々実意に欠けるようになる者が多くある。右はつまり物事が質素でないことより

There appear to be many who engage in activities that lead day laborers and servants into misconduct. Village and port officials must thoroughly investigate such cases. From such circumstances, many people have come to occasionally lack sincerity in various tax payments, business transactions, and expenditures.
