郷分之者共相民為救助出銀之義
昨年一昨年之處風雨洪水ニ而米麦を始
諸品高價ニ付相應相暮候者共も自然
不旋之様子ニ相聞候旁出銀取立方之義
昨年之處指延當年ゟ来ル寅年迄追送り候様
尤年柄ニも不相拘出銀仕度心得之者は
勝手ニ出銀為仕可申旨昨年申渡有之事ニも
候得者教諭人共之内ニ而當年之義南北共
近年之豊作ニ而諸穀物無残取入候事ゆへ
出銀取立候心得之向も可有之欤ニハ候得ども
前々之凶荒ニ而いまた救助銀等引除候様之
場ニ者難相到一牧金銀不融通之趣ニ相聞候ニ付而ハ
右出銀取立之義先當冬之處指延明春ゟ
来ル卯冬迄追送り取立候様申付候尤不融通ニ
不相拘出銀仕度心得之者共者勝手ニ出銀

郷分の者たちへの救助のための出銀の件について
昨年一昨年のところ、風雨洪水により米麦をはじめ
諸品が高価格となったため、相応に暮らしている者たちも自然と
やりくりが困難な様子と聞いております。一方で出銀取り立て方の件につきましては、
昨年のところ延期し、当年より来る寅年まで延期することとし、
もっとも年柄にも関わらず出銀をしたいと心得ている者は
自由に出銀をして良い旨を昨年申し渡しているところでも
ございますが、教諭人たちの内では当年の件について南北ともに
近年の豊作により諸穀物を残らず取り入れたことから
出銀取り立てを心得ている向きもあるかもしれませんが、
前々の凶作・飢饉によりまだ救助銀等を返済できるような
状況には到達し難く、一般的に金銀が流通していない趣と聞いておりますので、
右の出銀取り立ての件については、まず当冬のところは延期し、明春より
来る卯冬まで延期して取り立てることとします。もっとも流通の悪さに
関わらず出銀をしたいと心得ている者たちは自由に出銀を

Regarding the matter of silver contributions for the relief of people in the rural districts:
In the past year and the year before, due to wind, rain, and floods, rice, wheat, and
other goods became expensive, so even those who live reasonably well naturally
appear to be having financial difficulties. Meanwhile, regarding the collection of silver contributions,
last year it was postponed, and from this year until the coming Year of the Tiger it shall be deferred.
However, it was announced last year that those who wish to make silver contributions
regardless of the poor harvest may freely do so.
Among the instructors, regarding this year's matter, both north and south have
experienced good harvests in recent years and have brought in all grain crops without loss, so
there may be those who are prepared to collect silver contributions, but
due to the previous poor harvests and famines, it is still difficult to reach
a situation where relief silver can be repaid, and we hear that generally gold and silver are not in circulation.
