天下泰平萬民安穏なりと有かたく深く信して安心
するなり或人難して曰今世の領暦にては六月十四日は柳宿
十五日は星宿十六日は張宿なり如＿レ此経説と異なるはいかゝ答て

現代語訳
龍樹菩薩の『大智度論』巻第八に言う、「四種類の地震がある。火の動き、龍の動き、金翅鳥の動き、天王の動きである。二十八宿を日月が巡るとき、もし月が昴宿、張宿、氐宿、婁宿、室宿、胃宿の六種の宿の中にあるときに地震や崩壊があれば、この地震は火神に属する。このときは雨がなく、江河は枯渇し、その年は麦に不適で、天子に凶事があり、大臣が災いを受ける。もし柳宿、尾宿、箕宿、壁宿、奎宿、危宿の六種の宿の中にあるときに地震や崩壊があれば、この地震は龍神に属する。このときも雨がなく、江河は枯渇し、その年は麦に不適で、天子に凶事があり、大臣が災いを受ける。もし参宿、鬼宿、星宿、軫宿、亢宿、翼宿の六種の宿のときに地震や崩壊があれば、この地震は金翅鳥に属する。このときも雨がなく、江河は枯渇し、その年は麦に不適で、天子に凶事があり、大臣が災いを受ける。もし心宿、角宿、房宿、女宿、虚宿、井宿、畢宿、觜宿、斗宿の九種の宿の中にあるときに地震や崩壊があれば、この地震は天帝に属する。このときは安穏で風雨が適度に降り、五穀に適し、天子に吉事があり、大臣が福を受け、万民が安穏である。」
このように大士の論文は明らかである。そうであれば今回の地震や崩壊は、斗宿、女宿、虚宿の三種の宿の中で起こったのであるから、これこそ地震があってもかえって世の中は良くなり、ますます天下太平で万民安穏であると、ありがたく深く信じて安心するのである。
ある人が反論して言うには、「今世の暦では六月十四日は柳宿、十五日は星宿、十六日は張宿である。このように経典の説と異なるのはいかがか。」答えて言うには、「昔、弘法大師が入唐して不空三蔵の弟子慧果

The Bodhisattva Nagarjuna's "Mahaprajnaparamita Shastra," volume eight, states: "There are four types of earthquakes: fire movement, dragon movement, garuda (golden-winged bird) movement, and heavenly king movement. When the sun and moon revolve around the twenty-eight lunar mansions, if earthquakes or collapses occur when the moon is in the six mansions of Pleiades, Bow, Root, Bond, Encampment, or Stomach, these earthquakes belong to the fire deity. At such times there is no rain, rivers and streams dry up, the year is unsuitable for wheat, the emperor faces misfortune, and ministers suffer calamity. If earthquakes or collapses occur during the six mansions of Willow, Tail, Winnowing Basket, Eastern Wall, Legs, or Rooftop, these earthquakes belong to the dragon deity. At such times there is also no rain, rivers and streams dry up, the year is unsuitable for wheat, the emperor faces misfortune, and ministers suffer calamity. If earthquakes or collapses occur during the six mansions of Three Stars, Ghost, Star, Chariot Platform, Neck, or Wings, these earthquakes belong to the garuda. At such times there is also no rain, rivers and streams dry up, the year is unsuitable for wheat, the emperor faces misfortune, and ministers suffer calamity. If earthquakes or collapses occur during the nine mansions of Heart, Horn, Room, Girl, Void, Well, Net, Turtle Beak, or Dipper, these earthquakes belong to the Heavenly Emperor. At such times there is peace and tranquility, wind and rain are favorable, conditions are suitable for the five grains, the emperor enjoys good fortune, ministers receive blessings, and all people are at peace."
Thus the treatise of this great sage is clear. Therefore, since the current earthquakes and collapses occurred during the three mansions of Dipper, Girl, and Void, this earthquake will actually improve the world, bringing even greater peace under heaven and tranquility to all people—this we should believe deeply and gratefully, setting our minds at ease.
Someone objected, saying: "According to today's calendar, June 14th corresponds to the Willow mansion, the 15th to the Star mansion, and the 16th to the Bow mansion. How do we account for this difference from the sutra's explanation?" I replied: "Long ago, Master Kobo went to Tang China and [studied under] Keika, a disciple of the Tripitaka Master Amoghavajra..."
