一異国船いかり懸候節平地者警固仕能御座
候由山有之所者用心仕にくゝ御座候由申候
間其御心得可被成事
一番船浦続無断絶廻シ夜ハ番舟烑灯有又ハ
烑灯無之船もましへ廻し候事能御座候由申候
一兵器を出シ候事ハ先ハ御当地より御下知を以
御出被成事ニ候大筒石火矢等はなし候事ハ勿
論玉なし鉄炮にても先ハ御見合被成事候此
外之儀ハ如何様之事ニ而もきひしく相見候様ニ
被成事専一ニ御座候事
一万一陸江上り候時其所ニ留置いか様之用事
にて上り候何与申所ニ留置候帯剣仕者ニ御座
候と歟又ハ帯剣不仕者ニ御座候とか様子相

現代語訳
一、異国船が錨をかけた際、平地は警固するのに都合が良いが、山がある所は用心するのが難しいということなので、その心得をされること。
一、番船は浦続きで途切れることなく巡回し、夜は番舟に篝火を灯すか、または篝火のない船も混ぜて巡回することが良いという。
一、兵器を出すことについては、まずは当地より御下知をもって御出しになること。大筒・石火矢等を放つことはもちろん、弾なしの鉄砲でも、まずは御見合わせになること。この外の儀については、いかようなことでも厳しく対処している様子を見せることが専一である。
一、万一陸に上がった時は、その所に留め置き、いかような用事で上がったか、何処に留め置くか、帯剣した者であるかまたは帯剣していない者であるか、様子を尋ねて、通じないとか、また通詞が申すのであれば、その申し口を詳しく御書付に記し、御家老中が添状をして遣わされること。万一そのような節は、御下知の上、長崎奉行へ御引き渡しになること。殊の外厄介な御事で、もっとも四五年もかかるように申すので、随分上陸させないようにすることが第一である。

This is an extremely troublesome matter, and it is said that it typically takes four to five years to resolve, so preventing them from landing at all costs is of primary importance.
