一異国船兵船与相見候時者別而江戸表江御注進
早速被 仰遣御事兵船与はかり申来候而者
兵船とハ何を以兵船与見申旨御尋之事ニ
御座候間兵船与相見候様子を有増ニ先被
仰越追々見届次第委細御注進有之事
一商船ニ而も大船ニ而候得者出所ニより異国船
にハ大筒石火矢等仕懸有之物之由申候人家
遠キ山中なとゝ見申候得者鉄炮を打候而試
上り申事有之由其音を能々承候事肝
要之由又異国ニ而少々取合も御座候得者悪
風ニ出合日本江おとされ参懸り候事共も
古来御座候由申候万一左様之船にて候得者
陸江上り申訳を仕度与申候由夫共ニ首尾
次第出合不申候而不叶儀者出来候得者私
にて此方よりも出合承候事も御座候由兎
角ニ陸江上ケ申事ハ悪敷御座候由申候事

享保三戊戌年二月
秘
一、異国船が兵船と思われる時は、特に江戸表への御注進を早速申し上げること。「兵船と判断した」と報告してくるだけでは、兵船とは何をもって兵船と見るのかという御尋ねがあることになるので、兵船と思われる様子を詳細に、まず申し上げ、追々見届け次第、詳細に御注進すること。
一、商船であっても大船であれば、出所により異国船には大砲や石火矢等の装備があるものだという。人家から遠い山中などと見える時は、鉄砲を撃って試し撃ちすることがあるという。その音をよくよく聞くことが肝要である。また異国で少々戦闘があれば、悪天候に遭って日本に漂着してくることも古来あるという。万一そのような船であれば、陸に上がる理由を作りたがるという。それとともに、首尾次第では出会わないで済まない事態が起これば、私的にこちらからも出会い応対することもあるという。とにかく陸に上げることは良くないという。

1. When a foreign ship appears to be a warship, urgent reports should be sent immediately to Edo, particularly. If reports simply state "judged to be a warship," there will be inquiries asking what constitutes the basis for identifying it as a warship. Therefore, the circumstances that suggest it is a warship should be reported in detail first, and as observations continue, detailed reports should be made accordingly.
1. Even merchant vessels, if they are large ships, are said to be equipped with cannons, fire arrows, and such weapons depending on their origin. When they appear to be in mountainous areas far from human habitation, they sometimes fire guns for testing purposes. It is essential to listen carefully to those sounds. Also, if there have been minor conflicts in foreign countries, it has happened since ancient times that ships encounter storms and drift to Japan. If such a ship should arrive, they would want to create reasons for landing. Along with this, depending on circumstances, if unavoidable situations arise where contact cannot be avoided, there are cases where we might also engage and respond from our side privately. In any case, allowing them to land is said to be inadvisable.
