一寛保二戌年岡部左膳方被仰渡候御書付之写左之通【朱書き】不審後ニ私案ヲ加フ八百里  一御改易御暇被下者有之節親類共彼者方へ罷越度段直ニ可相達候間承届置御家老中へ可   相達事  一御改易御暇被下候者或ハ閉門遠慮等被仰付候者有之節親類共遠慮伺申儀従弟迄相伺可   申筈  一閉門通路人罷越候節番頭ゟ度々壱度ツヽ断通路人方ゟハ度々往来共断 【朱書き】十二月廿八日諸月番へ通達之条を引直し書取候もの也   但病用ニ付医者呼申度節通路人相願医者名元も書載可申事医者之方ゟハ相願ニ不    及閉門方へ医者罷越節通路人方ゟ度々往来相断医者方ゟハ最初罷越候節一度    断病人快気最早療治相仕廻候旨御目付共へ相断  一遠慮通路人罷越節最初一度番頭ゟ断通路人ゟハ罷越度々一度ツヽ断可申事 【朱書き】十二月廿八日諸月番へ通達之条を引直し書取候もの也    但病用之節医者ハ願閉門同事医者罷越節通路人方ゟハ度々ニ一度ツヽ相断医     者方ゟハ閉門同事  一逼塞右同断  一伺遠慮通路人罷越節最初一度断    但病用有之医者呼申度節者外不時之儀可相達事様子承届了簡ニ而相済候事ハ     夫々遂差図難相済品ハ相伺可申事 【朱書き】此条ハ十月廿七日酒井玄番方被申聞趣也指控之処可見合  一指控伺遠慮同事 【朱書き】此条ハ十二月廿八日御目付ゟ諸月番へ通達之条之内之但書之趣也  一閉門遠慮之者方へ急病有之ハ通路人月番之御目付共へ直ニ可相達事 【朱書き】此条ハ十二月廿八日御目付ゟ諸月番へ通達之条也後ニ出之  一御改易御暇被下候者之親類目付中へ自身相達指図之上早速彼者宅へ罷越相仕廻候而続   之品ニ寄遠慮之儀御家老中へ夫々取次を以相伺可然事    八百里私言右九ケ条御咎之部品々ニ雖出之本文連続之儘尚又爰ニ出之   【朱書き】又案スルニ翌年如此被仰渡候事不相見十二月廿八日之通達斗也右九ケ条ハ当時之取扱振ヲ誰か■略して書記置候が十二月廿        八日左膳方差図ニ而夫々へ致通達候条々ト混雑セシナルヘシ 一同年十二月廿八日御目付月番中根十郎左衛門ゟ諸月番へ手紙ニ而申達候趣左之通  別紙両通之趣夫々申達候様御家老中被仰聞候間可被得其意候以上       口達之覚  一閉門遠慮被仰付者方へ病用有之通路人医者呼申度旨相願候節医者之名元も書記   願可申医者之方ゟハ不及願通路人願之通被仰付候ハヽ閉門遠慮共ニ医者罷越節御目付共   方へ通路人方ゟハ度々相断医者方ゟハ最初罷越節一度相断療治相仕廻候節又々相断申   筈閉門之方ヘハ通路人ゟ度々往来断遠慮之方ヘハ罷越節一度ツヽ度々断医者之方   ゟハ両様共ニ断同事    但急病之節ハ通路人直ニ御目付共へ相達指図を受可申事  一遠慮之方へ者通路人罷越節度々ニ一度ツヽ御目付共へ断可申事  一逼塞同断 【上に有朱書き】十二月廿八日 一御改易御暇被下候者等有之節其親類早速遠慮相伺候ニ付彼者方へ早速罷越致世話者も無之立退候者もおのつから及延引不〆り  ニも候故歟万  端致混乱候且又閉門遠慮等被仰付候者方ニ病用有之医者呼申度旨其通路人相願罷越医者又々相願候ニ付取扱及延引  病用指支ニ罷成段委細御家  老中へ存寄申達候処其通書付相達候様ニと被申聞則書付入披見候処其通可然候間両通之趣夫々申達候様左膳方被申聞候ニ付  今日諸月番  之面々へ相達之 【左上朱書き】ク

現代語訳

一、寛保二年戌年に岡部左膳方に申し渡された御書付の写しは左の通り【朱書き】不審があり後に私案を加えた 八百里 一、御改易・御暇を下される者がある際、親類共がその者の方へ赴きたい旨を直ちに申し達すべきなので、承知しておき御家老中へ申し達すこと 一、御改易・御暇を下される者或いは閉門・遠慮等を申し付けられる者がある際、親類共の遠慮伺いは従弟まで相談すべきこと 一、閉門の通路人が赴く際は番頭から度々一度ずつ断りを入れ、通路人の方からも度々の往来について断りを入れること 【朱書き】十二月二十八日諸月番への通達の条を書き直したもの  ただし病気で医者を呼びたい際は、通路人が願い出て医者名も書き載せること。医者の方からは願い出る必要はない。閉門の方へ医者が赴く際は通路人の方から度々往来について断りを入れ、医者の方からは最初に赴く際に一度断り、病人が快復し最早治療が終了した旨を御目付共へ断ること 一、遠慮の通路人が赴く際は最初に一度番頭から断りを入れ、通路人からは赴く度々に一度ずつ断りを申すこと 【朱書き】十二月二十八日諸月番への通達の条を書き直したもの  ただし病気の際の医者については、願い出ることは閉門と同じ。医者が赴く際は通路人の方からは度々に一度ずつ断りを入れ、医者の方からは閉門と同じ 一、逼塞は右と同じ扱い 一、伺遠慮の通路人が赴く際は最初に一度断ること  ただし病気があり医者を呼びたい際は、その他緊急の件として申し達すべきこと。様子を承知して了簡で済む事はそれぞれ指図を行い、済ませ難い品については相談すべきこと 【朱書き】この条は十月二十七日酒井玄番方に申し聞かされた趣旨である。指控の処を見合わせるべき 一、指控・伺遠慮も同じ扱い 【朱書き】この条は十二月二十八日御目付から諸月番への通達の条の内のただし書きの趣旨である 一、閉門・遠慮の者の方で急病がある場合は、通路人は月番の御目付共へ直ちに申し達すこと 【朱書き】この条は十二月二十八日御目付から諸月番への通達の条である。後に出る 一、御改易・御暇を下される者の親類は目付中へ自身で申し達し、指図の上で早速その者の宅へ赴いて処理を済ませ、続きの品によって遠慮の件を御家老中へそれぞれ取次を通じて相談するのが良いこと  八百里私言 右九か条はお咎めの部の品々に出ているが、本文の続きのまま尚又ここに出す  【朱書き】また案ずるに翌年このように申し渡された事は見当たらず、十二月二十八日の通達のみである。右九か条は当時の取り扱い振りを誰かが略して書き記しておいたもので、十二月二十八日左膳方の指図でそれぞれへ通達した条々と混雑したのであろう 一、同年十二月二十八日御目付月番中根十郎左衛門から諸月番へ手紙で申し達した趣旨は左の通り 別紙両通の趣旨をそれぞれ申し達すよう御家老中が申し聞かれたので、その意を得られたい。以上      口達の覚 一、閉門・遠慮を申し付けられた者の方で病気があり、通路人が医者を呼びたい旨を願い出る際は、医者の名前も書き記して願うこと。医者の方からは願い出る必要はない。通路人の願いの通り申し付けられれば、閉門・遠慮ともに医者が赴く際は御目付共の方へ通路人の方からは度々断りを入れ、医者の方からは最初に赴く際に一度断り、治療が済んだ際に又々断りを申すこと。閉門の方へは通路人から度々往来について断り、遠慮の方へは赴く際に一度ずつ度々断ること。医者の方からは両方とも断りは同じ扱い  ただし急病の際は通路人が直ちに御目付共へ申し達し指図を受けること 一、遠慮の方へは通路人が赴く際に度々一度ずつ御目付共へ断りを申すこと 一、逼塞も同じ扱い 【上に朱書き】十二月二十八日 一、御改易・御暇を下される者等がある際、その親類が早速遠慮を相談するため、その者の方へ早速赴いて世話をする者もおらず、立ち退く者も自然と延引し、締まりがないため、万端が混乱する。また閉門・遠慮等を申し付けられた者の方で病気があり医者を呼びたい旨、その通路人が願い出て赴き、医者が又々願い出るため取り扱いが延引し、病気の治療に差し支えが生じる段について委細を御家老中へ存念を申し達したところ、その通り書付で申し達すようにと申し聞かれ、則ち書付を入れて披見したところ、その通りが良いので、両通の趣旨をそれぞれ申し達すよう左膳方が申し聞かれたため、今日諸月番の面々へ申し達した。

Matters that can be resolved through understanding should be handled with respective instructions, and difficult matters should be consulted upon. Suspension and probationary self-restraint follow the same procedure. [Red notation] This clause represents the proviso within the clauses communicated from the metsuke to all monthly duty officers on December 28th. 1. When there is sudden illness among those under house confinement or self-restraint, intermediaries should immediately report to the monthly duty metsuke. [Red notation] This clause was communicated from the metsuke to all monthly duty officers on December 28th. It appears later. 1. Relatives of those who receive dismissal from service or dismissal should personally report to the metsuke, and upon receiving instructions, should promptly visit that person's residence to complete arrangements. Depending on subsequent matters, issues of self-restraint should be consulted with the Senior Councilors through respective intermediaries. Happyakuri's private note: Although the above nine articles appear in various punishment sections, they are presented here again following the main text. [Red notation] Upon further consideration, there is no evidence of such instructions being issued the following year, only the December 28th communication. These nine articles appear to be someone's abbreviated record of the handling procedures of that time, which became confused with the clauses communicated to various parties under Sazen's instructions on December 28th. 1. On December 28th of the same year, monthly duty metsuke Nakane Jūrōzaemon communicated the following to all monthly duty officers by letter: The Senior Councilors have instructed that the contents of the two attached documents be communicated respectively, so please understand accordingly. End. Memorandum of Oral Instructions 1. When those ordered house confinement or self-restraint have illness and intermediaries wish to call a doctor, they should petition with the doctor's name also recorded. Doctors need not petition. If the intermediary's petition is approved, for both house confinement and self-restraint, when doctors visit, intermediaries should notify the metsuke frequently, doctors should notify once when first visiting and again when treatment is completed. For those under house confinement, intermediaries should notify regarding frequent visits; for those under self-restraint, they should notify once each time they visit. For doctors, the notification procedure is the same for both cases. However, in case of sudden illness, intermediaries should immediately report to the metsuke and receive instructions. 1. For those under self-restraint, intermediaries should notify the metsuke once each time they visit. 1. Confinement follows the same procedure. [Red notation above] December 28th 1. When there are those who receive dismissal from service or dismissal, their relatives promptly consult about self-restraint, so they hurry to visit such persons, but with no one to provide care and those who must vacate naturally delaying, things become disorderly, causing confusion in all matters. Moreover, when those under house confinement or self-restraint have illness and intermediaries petition to call doctors and visit, and doctors petition again, handling becomes delayed, causing interference with medical treatment. I communicated these concerns in detail to the Senior Councilors, who instructed that this be communicated in writing. Upon reviewing the written document, it was deemed appropriate, so Sazen's office instructed that both documents' contents be communicated respectively, which was communicated to all monthly duty officers today.
